    As one part of the Emerging Techniques in Naval Mine Countermeasures (EmTechNMCM) Project, work is ongoing to prototype a tool which can assist Royal Canadian Navy planners in assigning Route Survey effort and resources.  Change detection is most commonly used in post-mission analysis of seabed survey imagery, which compares new survey imagery against a historical database of imagery in critical areas of harbours. Changes to the seabed that occur naturally or by human activity can cause false alarms if the historical database is stale.  A research program addressing this question includes plans for development of a prototype model for prediction of areas where the seabed is most changeable, or alternately, most stable.  Areas with a high degree of changeability (low stability) should be resurveyed more frequently to maintain a viable database compared to areas where there is little change over time.  Previously, a Weighted Suitability model framework was developed in ESRI ArcGIS with some elements included, based on prior work by the United Kingdom (UK) Hydrographic Office - this was documented in a Defence Research and Development Canada (DRDC) publication [AD1].  More recently, the idea has been developed further to include other inputs, shown in the diagram below (Figure 1 - RFP).  The work specified here will develop a framework to contain the elements shown in the Figure, in the blue shaded area, and allow for future development of a more complete model, implemented in ArcGIS.
