    NATURE OF REQUIREMENTS
    Public Services and Procurement Canada on behalf of the Department of National Defence, Real Property Operations Unit (Atlantic) in Halifax, Nova Scotia has a requirement for a Regional Individual Standing Offer (RISO) for the furnishing of all labour, material, tools, equipment, transportation, and supervision required for the provision of heavy equipment rental complete with the operators for the various areas of Canadian Forces Base (CFB) Halifax, as specified at Annex A.
    
    Delivery points for the required services include the following areas:
    Debert Riffle Range, Debert, NS; 
    Masstown Rx Site, Masstown NS; 
    Great Village Tx Site, Great Village, NS; 
    Truro Armoury, Truro, NS; 
    Pictou Armoury, Pictou, NS; 
    Springhill Armoury, Springhill, NS;
    Amherst Armoury, Amherst, NS. 
    
    
    
    This RISO will be from January 2, 2021 to January 1, 2022 initial period with four (4) 1-year optional periods.
    
    SECURITY:
    There is a Security requirement (Reliability) with this Solicitation.
    
    Visit Clearance Request: 
    Immediately upon award of the Standing Offer Agreement, the Contractor must apply for a Visit Clearance Request (VCR) for each employee in order to access DND property.
    
    BASIS OF SELECTION:
    A bid must comply with all requirements of the bid solicitation to be declared responsive.  The responsive bid with the lowest evaluated price will be recommended for award of a contract.
    
    TRADE AGREEMENTS:
    This requirement is subject to Canadian Free Trade Agreement (CFTA)
    
    Canadian Content:The Bid must supply Canadian goods and/or services as it meets the 80 percent Rule of Origin.
