This is a Letter of  Interest concerning the supply of Liquid Carbon Dioxide. The Canadian Food Inspection Agency has a requirement for Carbon Dioxide, on an as and when required basis, for use in response to a
n outbreak of Notifiable Avian Influenza at poultry producing 
facilities across Canada. The attached Statement of Work details the requirement. There are several thousand sites across Canada where this requirement may become necessary. Industry must be able to respond wherever a situation arises.  

The purpose of this Letter of Interest is to solicit feedback from industry on how best to proceed for this procurement. Industry is asked to sub
mit their comments on what approach it proposes to meet this requirement. Comments on feasibility, concerns, etc. are requested.

Industry submissions should address things such as (1) the national approach (the ability to serviceany site across Canada, (2) ability to provide a response on an urgent basis (within 2-3 hours), (3) 
availability to respond 24 hours per day, 7 days a week, all year long, 
(4

) immediate availability of Carbon Dioxide in quantity sufficient for 
the size of the facility affected, (5) rough cost estimate for the Carbon Dioxide, labour, equipment, etc. Any other comments/suggestions are also welcomed.

Based on the response from industry, the next step would be to prepare and issue a competitivesolicitation for this requirement. We expect to learn the specifics on the capability of the industry to meet the requirement and its various related conditions. Suppliers who feel they can not 

satisfy this requirement are encouraged to offer comments/suggestions identifying their reasons. This will help determining if and how we proceed further.

This Letter of Interest is not a solicitation. No contract  will be awarded as a result of this Letter of Interest. However, information/suggestions/approached submitted by industry will be analyzed and may be used in a future competitive solicitation.
