    the technical authority answers.
    
    Question 001: Can you provide Serial Number of Engine?
    
    Answer 001: No, we do not have an engine.
    
    Question 002: What is the application type of Equipment? What is
    Serial Number or VIN Number of the equipment?
    
    Answer 002: The equipment application is a 35,000 Lb capacity
    Forklift. The Vehicle serial is # LT1004.
    
    
    Amendment 001 is raised to revise ACAN closing date to December
    17, 2012.
    
    An ACAN is a public notice indicating to the supplier community
    that a department or agency intends to award a contract for
    goods, services or construction to a pre-identified supplier,
    thereby allowing other suppliers to signal their interest in
    bidding, by submitting a statement of capabilities. If no
    supplier submits a statement of capabilities that meets the
    requirements set out in the ACAN, on or before the closing date
    stated in the ACAN, the contracting officer may then proceed
    with the award.
    
    Requirement:
    This requirement is for the procurement of a re-manufactured
    engine for the department of National Defence. The
    re-manufactured engine is NSN: 2815-99-846-2297; NSCM: K5436,
    P/N: 1306-76T. Engine, Diesel, Cylinder Quantity: Six (6);
    Cylinder Arrangement: Straight In-line; Standard Bore Diameter:
    109.20 Millimeters; Stroke Length: 135.90 Millimeters; Strokes
    per Cyle: Four (4); Cooling Medium: Liquid; Supercharger:
    Included; Quantity: 1, Unit of Issue: Each, Destination: CFB

    Trade agreements:
    Limiting tendering procedures are in accordance with Article
    506, Section 12 (b) - Procedures for Procurement of the
    Agreement on Internal Trade; Article 1016, Section 2 (b) -
    Limited Tendering Procedures of the North American Free Trade
    Agreement; Tendering Procedures para 1 (b) of the Canada - Chile
    Free Trade Agreement; Chapter 14, Article 1409 - Limited
    Tendering para 1 (b) (ii) and para 1 (b) (iii) for both the
    Canada - Peru Free Trade Agreement and the Canada-Colombia Free
    Trade Agreement for technical reasons and the goods or services
    can be supplied only by a particular supplier and no alternative
    or substitute exists.
    
    Government Contracts Regulations Exception:
    Section 6 (d), of the Government Contracts Regulations (GCR)
    applies, as only one supplier or firm is capable of performing
    the contract.  This requirement is being sole sourced because
    this remanufactured engine is the only known engine availabe.

    Suppliers who consider themselves fully qualified and available
    to provide the Diesel Engine as described herein, may submit a
    statement of capabilities in writing to the contact person
    identified in this notice on or before the closing date of this
    notice. The statement of capabilities must clearly demonstrate
    how the supplier meets the advertised requirements.

    The closing date for accepting statements of capabilities is
    December 12, 2012 at 14:00 Eastern Standard Time (EST).

    You are hereby notified that the government intends to negotiate
    with one firm only as identified above. Should you have any
    questions concerning this requirement, contact the contracting
    officer identified above.
    
    An Advance Contract Award Notice (ACAN) allows departments and
    agencies to post a notice, for no less than fifteen (15)
    calendar days, indicating to the supplier community that it
    intends to award a good, service or construction contract to a
    pre-identified contractor. If no other supplier submits, on or
    before the closing date, a Statement of Capabilities that meets
    the requirements set out in the ACAN, the contracting authority
    may then proceed with the award.  However, should a Statement of
    Capabilities be found to meet the requirements set out in the
    ACAN, then the contracting authority will proceed to a full
    tendering process.
    
    Suppliers who consider themselves fully qualified and available
    to provide the services/goods described herein, may submit a
    statement of capabilities in writing to the contact person
    identified in this Notice on or before the closing date of this
    Notice. The statement of capabilities must clearly demonstrate
    how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the
    closing date of the ACAN must appear on the outside of the
    envelope in block letters or, in the case of a facsimile
    transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
