    2. Questions and Answers:
    
    Question: On the input of prices to annex AC, I noticed that the
    evaluation quantities had changed on some items.
    
    Example Group 1A - Weigh scales on 4,000 lbs vehicles went from
    17 to 6. Dual wheels went from 19 to 6.  This resulted in a drop
    in the pricing which at first I could not figure out. I believe
    that when you added the new items it may have affected the
    quantity line. Can you verify before I move forward as it may
    make a difference to some vendors on their quantity discounts. 
    I did not go through any other groups to verify.
    
    Answer: The numbers for the accessories are only an estimate of
    the potential and are being used only as a basis for the
    evaluation. The number of vehicles for a configuration is used
    as the baseline and the other values are derived as a percentage
    of these numbers. 
    
    The number of vehicles is based on the number that DND
    anticipates will require replacement. 
    
    As the result of the response posted July 4, 2013 (single-phase
    battery chargers) and the response posted July 15, 2013 (dual
    load wheels), the numbers of items related to these accessories
    were altered.  The numbers for the increased tire accessories
    and the numbers for the remaining battery charger accessories
    were altered to balance the requirement. 
    
    The changes to the numbers of the weigh scales were made to
    better reflect the quantity that is anticipated to be procured.  
    
    No amendments are required.

    Question: For group 5, we have a capacity issue for standard
    mast Configuration A and Configuration B. The maximum capacity
    for Configuration A is 1,600 lbs. at 366" for the 360" platform
    height, for a specified capacity of 1,750 lbs. in the table. The
    maximum capacity for Configuration B is 1,900 lbs. at 315" for
    the 300" platform height, for a specified capacity of 2,350 lbs.
    in the table. Will these capacities be acceptable?
    
    Answer: Yes, these capacities will be acceptable.  The values
    will be amended in the Data Table of the specification.

    This amendment 005 is raised to answer questions as follows:
    
    1. Questions and Answers:
    
    Question: With battery watering systems for forklifts, there is
    a requirement for a hose to facilitate the addition of water to
    the system.  How will this be addressed?
    
    Answer: This is relevant to Groups 2A, 2B, 3A, 3B, 5, 6, and 7C.
    We will include an accessory for a battery watering hose.  The
    specifications will be amended to include this new accessory.

    Question: Are the capacities for Group 5 correct?
    
    Answer: We have verified and all the capacities given relate to
    capacities available at the fully raised height.
    ________________
    
    Question: This is relevant to Groups 1A and 1B.
    There is a requirement for dual load wheels with the Solid and
    Mud and Snow tires. How will this be handled?
    
    Answer: We will add accessories for these possibilities. The
    specifications will be amended to note these changes.

    Question: This is relevant to Groups 1A, 1B, 2A, 2B, 5, 6, 7A,
    7B and 7C.
    The clause for troubleshooting training shows this to be a
    prepared course, which will require a trained instructor. Is
    this what is intended?
    
    Answer: No, we had intended this course to be led by the Factory
    Certified Warranty Provider. The specifications will be amended
    to note this changes.

    Capacity required to be held to the maximum platform height

    Any level above 300 inches will not be obtainable for any
    manufacturer for configuration B.
    If we are able to hold 3,000 pounds up to 300 inches will that
    be considered acceptable for the specification.
    
    Answer: The specification is based on the rated capacity of the
    forklift, which is at minimum fork height. The rated capacity
    does not have to extend to the maximum fork height. The
    specification will be amended to reflect a height above which
    de-rating will be accepted.  De-rating will not be allowed below
    a height of 3,810 mm (150 inches).
    
    Amendment to the specification
    Delete paragraph 3.4.2 (a) in its entirety
    
    Insert
    (a)	A rated load capacity of no less than that given as
    "CAPACITY" in the Data Table and forklift height of no less than
    that given as "STANDARD MAST" - "PLATFORM HEIGHT" in the Data
    Table. The forklift capacity shall not de-rate below 3,810 mm

    brochures that were downloaded from the Internet.  We will
    accept a new maximum separation of 1,240 mm (49 inches). The
    data table will be altered.

    Data Table, for Mast 5 and Mast 6 shows lift heights of 240" and
    258". These mast heights are unusual for this type of forklift
    as the forklift capacity would de-rate so much at those heights
    that it would make the unit unusable. Most forklifts that access
    these heights are accomplished with Stand-up rider reach style
    forklifts as they retain better capacity at those heights. With
    this in mind, would it be sufficient to eliminate Mast 5 and
    Mast 6 from the specification?
    Answer: The numbers are based on heights available in the
    brochures that were downloaded from the Internet. We will accept
    the elimination of Mast 6, but will retain Mast 5.  The Data
    Table and the Accessory Table will be altered.

    sufficient for the application for both group 4A and Group 4B?
    
    Answer: The numbers are based on widths available in the

    accept a new minimum separation of 914 mm (37 inches) and a new
    maximum separation of 1,215 mm (48 inches). The data tables will

    Question: In document "Specifications for Group 6", under 1.4
    Data Table, shows heights referred to as "Platform Height". Is
    this measurement the height to the bottom or the top of the
    platform? Is there a top beam level measurement requirement in
    the application where an auxiliary mast would need to go above
    the bottom of the platform to reach the top beam pallet?
    
    Answer: The measurement is to the top of the platform. This
    provides the operator with a picking height of at least 1,520 mm
    (60 inches) above the top of the platform. The standard lift
    height of the auxiliary lift is at least 1,600 mm for the
    capacities we have chosen.  We have not chosen a top beam level
    measurement requirement.  No alteration to the specification is
    required.

    Question: In document "Specifications for Group 6", under 3.5.1
    (c) Backrest, is not supplied with this type of forklift as the
    fork carriage acts as a load support under ANSI regulations. Is
    it acceptable to supply this type of forklift unit without a
    load backrest?
    
    Answer: This is acceptable - No extensions to the top of the
    fork carriage are required - This is considered to be the
    manufacturer's standard.  No alteration to the specification is
    required.

    Question: For group 3A, configuration B, the mast calls for a
    89.5 collapsed and 198 elevated when the Configuration A and C
    is 192. Will an elevated 192 for Configuration B be acceptable?
    
    Answer: This will be acceptable and will be amended in our
    documentation.

    Question: In the larger battery trucks I have a concern about
    the charger specifications for 120v 1 ph and 220 1 ph will not
    accommodate for the amp draw that they would need to get a full
    charge.  This would affect groups 2, 3, 5 and 6.
    
    Answer: This has been addressed and amended in our documentation.

    Question: In the conference we had a question if a charger must
    be included in the price of the truck or will it be separated as
    a chosen option?
    
    Answer: This has been addressed and we have removed the chargers
    as a standard component and now have it as an accessory.

    6.25 kHz be acceptable?
    Answer: The specification will be amended to indicate that this
    is acceptable. The specification has been amended to demonstrate
    this.
    
    Question: Groups 5 and 6 # 3.16. Will amber and amber strobe be
    acceptable?
    Answer: Yes, this will be acceptable.
    
    Question: Man up specifications like group 5 and 6 general. The
    specification for a harness and a retractable safety line is
    required but has not been mentioned.  Is this a requirement for
    the specifications?
    Answer: Yes, these are requirements of the specification.  The
    specification has been amended to demonstrate this.

    Question: Clause 3.4.2 (c) collapsed height 89.5". Please advise
    if a collapsed height of 92" would be acceptable

    required to substantiate compliance. One certificate can be
    provided for one or all performance requirements and/or
    specifications.

    This requirement is to establish a National Master Standing
    Offer (NMSO) for the purchase of Forklift Trucks, in accordance
    with the attached Purchase Descriptions, for an initial period
    of one (1) year from the effective date of the Standing Offer
    with the provision to extend the Standing Offer for up to two
    (2) additional periods of one (1) year.
    
    The Offeror must supply Forklift Trucks to departments and
    agencies of the Government of Canada across the country, except
    to locations within Comprehensive Land Claims Agreements
    (CLCA's), on an as-and-when requested basis.
    
    For delivery requirements to locations within CLCA's, Standing
    Offers issued pursuant to solicitation E60HS-12FRKL/B apply.
    
    In the event that no Standing Offer is issued pursuant to
    solicitation number E60HS-12FRKL/B, Canada reserves the right to
    make call-ups on Standing Offers issued as a result of
    solicitation number E60HS-12FRKL/A for delivery requirements to
    locations within CLCA's.
    
    Offerors do not have to submit an offer for all groups. However,
    Offerors submitting an offer for a particular group must submit
    an offer for all items of that group.  For example, an Offeror
    submitting an offer for Group 1 must submit an offer for all
    items of Group 1A and 1B.
    
    
    Debriefings
    After contract award, bidders may request a debriefing on the
    results of the bid solicitation. Bidders should make the request
    to the Contracting Authority within fifteen (15) working days of
    receipt of notification that their bid was unsuccessful. The
    debriefing may be provided in writing, by telephone or in person.
