DND has a requirement for Canines that demonstrate the characteristics and capabilities to successfully complete a demanding training program followed by working in a challenging operational environment. The nature of the operations and the training undertaken by DND makes it essential that the Canines possess unique skills and are able to perform a variety of specifically assigned functions under the direct control of the handler.

The bidder must meet or exceed all MANDATORY requirements listed below to be compliant.  Bidders must clearly substantiate in their technical proposal how they meet each of these mandatory criteria.  In providing this information, the bidder acknowledges and consents to the fact that DND may confirm the validity of the information provided by contacting their client reference.

The Offeror must provide contract numbers, award dates, bills of sale; breeds and quantities delivered that demonstrate that they have sold a minimum of ten (10) Canines to FVEY military and/or Police forces in the last five (5) years.

Should the applicable contract information not be releasable for reasons of security, the Offeror must provide sufficient customer contact information to allow Government to Government certification of the above.  Cumulative sales from multiple contracts is acceptable.

Note: Arrangements will not be accepted if emailed directly to this email address. This email address is to be used to open an epost Connect conversation, as detailed in Standard Instructions 2008, or to send arrangements through an epost Connect message if the Supplier is using its own licensing agreement for epost Connect.
It is the Supplier’s responsibility to ensure the request for opening an epost Connect conversation is sent to the email address above at least six days before the Request for Supply Arrangements closing date. 

Transmission of arrangements by facsimile or hardcopy to PWGSC will not be accepted
