IMPORTANT NOTICE TO SUPPLIERS RE. BID SUBMISSION REQUIREMENTS

Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Ontario Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. 

Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.

Faxed and hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation.

TASK BASED INFORMATICS PROFESSIONAL SERVICES (TBIPS) Requirement

This requirement is for the Department of National Defence (DND). 

DND has a requirement for the following streams of categories: 

Workstream 1 - Application Services;
Workstream 3 - Information Management/Information Technology Services

The requirement for Workstream 1 - Application Services is open only to those Supply Arrangement
Holders currently holding a TBIPS SA for Tier 2 in the National Capital Region under the EN578-170432 series of SAs for the following categories: 

Resource Category,  Level of Expertise,  

A.8 System Analyst,  Level 3,   5 (Estimated Number of Resources Required)

The requirement for Workstream 3 -  Information Management/Information Technology Services is open only to those Supply Arrangement Holders currently holding a TBIPS SA for Tier 2 in the National Capital Region under the EN578-170432 series of SAs for the following categories: 

Resource Category,  Level of Expertise,  

I.10 Technical Architect,  Level 3, 4 (Estimated Number of Resources Required)

Description of the Requirement: 

The Department of National Defence (DND) requires on-site technical support services for the Land Command, Control, Communication, Computers, Intelligence, Surveillance and Reconnaissance (LC4ISR) at the Directorate Land Command Systems Program Management (DLCSPM) facilities. The requirement is divided into two Workstreams. It is anticipated that one contract for each Workstream will be awarded to meet this requirement. 

Number and proposed period of contract(s):

Bidders may submit bids for one, two, or both Workstreams.  Each Workstream will be evaluated separately. It is intended to result in the award of up to one contract for each Workstream,
with each contract permitting the issuance of Task Authorizations from only one Workstream. Each contract will be from contract award to three (3) years later, plus two one-year irrevocable options allowing Canada to extend the term of the contract. 

Security Requirement:  Common PS SRCL #21 applies 
Minimum Corporate Security Required:  Facility Security
Clearance  Level SECRET 
Minimum Resource Security Required:  Level SECRET
