    1. Advance Contract Award Notice (ACAN)
    
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
    
    2. Definition of the requirement
    
    The Department of National Defence has a requirement for the supply of a multi wire processing system to support future projects and increase shop productivity.
    
    2.1 The Contractor must provide a multi wire processing system with the following specifications: 
    
    a) Must meet or exceed current Canadian Standards Association (CSA)         standards:
    b) Must be a stand-alone system with multiple components integrated         together;
    c) Must be capable of processing the following wire insulation              types:
    
    i. Buffered Fiber
    ii. Coated Fiber
    iii. Coaxial Cable
    iv. Cord
    v. Discrete Wire
    vi. Duplex Glass Optical Fiber
    vii. Fiber Optic Cable
    viii. Fiber Ribbon
    ix. Fiberglass
    x. Flat Material
    xi. Flat Ribbon Cable
    xii. Glass Optical Cable (GOF)
    xiii. Jacketed Flat Cable
    xiv. Kevlar
    xv. Multi-conductor Cable

    2.2 The multi wire processing system must have the following processing capabilities:
    
    a) Cut to a length of 3 inches or less and up to 50 feet or more; 
    b) Full or partial strip left and right;
    c) Jacket and inner conductor stripping;
    d) Jacket stripping of extremely thin insulations, 0.001 inches or          less;
    e) Multi-layer stripping;
    f) Multi-layer with shield processing (Coax, Hybrid);
    g) Multi-step jacket stripping with inner conductor strip and               window slitting;
    h) Multi-step stripping;
    i) Wire Marking;
    j) Jacket slitting;
    k) Out of round cable processing;
    l) Shield cutting twisted pair;
    m) Be able to handle wires from 50 to 6 AWG;
    n) In-line cut & strip integration - unlimited strip length;
    o) Touch screen for programming and productivity;
    p) High capacity fume extractor;
    q) Auto-feeder to control spooling of wire.
    
    2.3 Must fully comply with all CE Marking (Conformité Européene), Occupational Safety & Health Administration (OSHA) and Food & Drug Administration (FDA) guidelines relative to mechanical, electrical and laser safety (if the system contains a laser). 
    
    2.4 The system must fit in a footprint of 12 ft wide, 5 ft deep and 8 ft tall.
    
    2.5 The multi wire processing system must be delivered on or before 31 March 2020.
    
    3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
    
    Any interested supplier must demonstrated by way of a statement of capabilities that its equipment meets the following requirements:
    
    3.1 The supplier must be capable of providing equipment that meets all specifications identified in Article 2. - Definition of the requirement.
    
    4. Applicability of the trade agreement(s) to the procurement
    
    This procurement is subject to the following trade agreements:
    
    -Canadian Free Trade Agreement (CFTA)
    -North American Free Trade Agreement (NAFTA)
    
    5. Justification for the Pre-Identified Supplier
    
    The only known supplier able to provide the required equipment is Schleuniger, Inc.  For this reason it is proposed to negotiate directly with them for this requirement.
    
    6. Government Contracts Regulations Exception(s)
    
    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - only one person is capable of performing the work.
    
    7. Exclusions and/or Limited Tendering Reasons
    
    The following exclusion(s) and/or limited tendering reasons are invoked under the section of the trade agreement(s) specified:
    
    -Canadian Free Trade Agreement (CFTA) Article 513 1 (b)
    -North American Free Trade Agreement (NAFTA) Article 1016.2 (b)
    
    8. Period of the proposed contract or delivery date
    
    The equipment must be delivered on or before March 31st,2020.

    10. Suppliers right to submit a statement of capabilities
    
    Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice.  The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    11. Closing date for a submission of a statement of capabilities
    
    The closing date and time for accepting statements of capabilities is: 2020-01-07.

    You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above.
    
    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.  However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
    
    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any procurement.
    
    Documents may be submitted in either official language of Canada.
