    REQUIREMENT:  PWGSC intends to enter into a sole-source contract
    with CVT Corp, Sainte-Julie, Quebec to supply a mobile, fully
    integrated, continuous variable speed generator for Department
    of National Defence, Moncton, NB
    
    The estimated value of the contract is $90,000.00 GST/HST
    included.
    
    The following features are mandatory:
    
    1.  General - must be a mobile, fully integrated, continuous
    variable speed generator.
    
    2.  Engine.  The engine shall be diesel and rated for 110kW
    continuous power heavy duty industrial.  
    
    3.  RPM Operating Range.  The completed genset must be able to
    vary the engine's RPM between 1200 to 2600 RPM to reflect the
    demands of the load and to keep the engine at its optimum speed. 
    
    4.  Generator. The generator electrical system shall be 1800
    RPM, 480 Volt, three phase, 12 wire 60Hz.
    
    5.  Mechanical Transmission System.  Generator must include a
    mechanical continuous variable transmission capable of
    transmitting the mechanical power from the engine at different
    RPM to the alternator at 1800 RPM with an efficiency of at least
    90%.  This transmission must include a control system capable of
    quickly regulating the transmission to the changing speed of the
    generator.
    
    6.  Integrated Sub-Base Fuel Tank.  Supply a double wall fuel
    tank as per ULC related standard with a capacity of 24 hours
    running at 100%.
    
    
    The reason for single tendering is:  Only one firm is capable of
    performing the contract.
    
    Government Contract Regulations (GCR) - Section 6 (d) of the GCR
    is being invoked in this procurement as only one person or firm
    is capable of performing the contract.
    
    This requirement is subject to the Agreement on Internal Trade
    (AIT), North American Free Trade Agreement (NAFTA) and World
    Trade Organization - Agreement on Government Procurement
    (WTO-AGP), however, limited tendering reasons are applicable in
    accordance with the following:
    
    AIT - Article 506.12(b) of AIT are applicable on the basis of
    limited tendering due to where there is an absence of
    competition for technical reasons and the goods or services can
    be supplied only by a particular supplier and no alternative or
    substitute exists.            
    
    NAFTA - Article 1016.2 (b) of NAFTA are applicable on the basis
    of limited tendering due to reasons where, for works of art, or
    for reasons connected with the protection of patents, copyrights
    or other exclusive rights, or proprietary information or where
    there is an absence of competition for technical reasons, the
    goods or services can be supplied only by a particular supplier.
    
    Delivery:  Generator - On or before 18 April 2012.  
    Installation of integrated sub-base fuel tank & Sound attenuated
    enclosure 78dB - 16 weeks ARO.
    
    This PWGSC office provides procurement services to the public in

    You are hereby notified that the government intends to negotiate
    with one firm only as identified above. Should you have any
    questions concerning this requirement, contact the contracting
    officer identified above.
    
    An Advance Contract Award Notice (ACAN) allows departments and
    agencies to post a notice, for no less than fifteen (15)
    calendar days, indicating to the supplier community that it
    intends to award a good, service or construction contract to a
    pre-identified contractor. If no other supplier submits, on or
    before the closing date, a Statement of Capabilities that meets
    the requirements set out in the ACAN, the contracting authority
    may then proceed with the award.  However, should a Statement of
    Capabilities be found to meet the requirements set out in the
    ACAN, then the contracting authority will proceed to a full
    tendering process.
    
    Suppliers who consider themselves fully qualified and available
    to provide the services/goods described herein, may submit a
    statement of capabilities in writing to the contact person
    identified in this Notice on or before the closing date of this
    Notice. The statement of capabilities must clearly demonstrate
    how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the
    closing date of the ACAN must appear on the outside of the
    envelope in block letters or, in the case of a facsimile
    transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
