Workplace Digital Skills Training Program
For the provision of 200 Workplace Digital Skills Training licenses and support on behalf of Employment and Social Development Canada (ESDC) located in Saint John, NB. Public Services and Procurement Canada intends to enter into a contract with CBDC Restigouche, 41 Water Street, Campbellton, NB.
Contract period: The contract period is 16 months, starting July 1, 2018.
The estimated value of the contract is $182,275.00
Mandatory Requirements:
Offers BOTH assessment AND learning tools to increase the essential skill called Digital Skills
Is available in both English and French.
Product is an online tool.
THE INDEPENDENT CONTRACTOR will remove the manager module from the Workplace Digital Skills Training program.
THE INDEPENDENT CONTRACTOR will create and test a new bilingual website for the online Workplace Digital Skills Training program.
THE INDEPENDENT CONTRACTOR will create and test a new bilingual landing page for the Workplace Digital Skills
THE INDEPENDENT CONTRACTOR will create and test a new learner user interface in the new sub-site created within the current Learner Management System of the Workplace Digital Skills Training program.
THE INDEPENDENT CONTRACTOR will work with Canada Job Bank to set up a link on the Canada Job Bank website to bring learners to the Workplace Digital Skills Training program.
THE INDEPENDENT CONTRACTOR will set up a Canada-wide 1-800 toll free line to be used for call-in learner support.
THE INDEPENDENT CONTRACTOR will train the staff of the Workplace Digital Skills Training program so they have the ability to manage, monitor and modify, if needed, the Workplace Digital Skills Training program.
THE INDEPENDENT CONTRACTOR will make the Workplace Digital Skills Training program available via link on the Canada Job Bank website.
THE INDEPENDENT CONTRACTOR will provide call-in learner support service from 8:30 a.m. to 8:30 p.m. Atlantic time seven days a week.
THE INDEPENDENT CONTRACTOR will monitor daily the delivery of the Workplace Digital Skills Training program to ensure its continuous accessibility to registered learners and its smooth operation.
THE INDEPENDENT CONTRACTOR will advise Canada Job Bank to remove the link to the Workplace Digital Skills Training program once 200 learners have registered.
THE INDEPENDENT CONTRACTOR will collect demographic information about each learner.
THE INDEPENDENT CONTRACTOR will collect information about the call-in learner support service.
THE INDEPENDENT CONTRACTOR will collect information about learners’ satisfaction with the training.
THE INDEPENDENT CONTRACTOR will provide aggregated data in an Excel format, masking any user identity information.
The reason for single tendering is: Government Contract Regulations, Section 6 (d) is being invoked in this procurement is the only one person capable of performing the contract.
Justification for pre-identified supplier
CBDC Restigouche will modify their pre-existing Workplace Digital Skills Training program to make four training workshops directly available both in French and English to adult learners registering via the Canada Job Bank Website. Restigouche will then deliver the four workshops and report back to ESDC.
The training that was developed by Restigouche was designed to provide basic digital skills to employees with no or little digital skills to enable them to use the Information and Communication Technologies (ICTs) that will allow them to carry out their job-related tasks more efficiently and effectively. Basic digital skills enable one to use generic ICT tools and software to carry out job-related tasks (e.g., computers to search the Internet, conduct commercial transactions, and communicate with clients) at a basic enough level to perform in one’s job. For this category, ICTs are not the main part of a job but a tool.
This requirement is subject to the NAFTA/CFTA. Limited Tendering Provisions is in accordance with the Trade Agreements, Articles 513 (b) (iii) of CFTA, Articles 1016.2 (b) of NAFTA, and Columbia/Peru Trade Agreements contain similar limited tendering provisions to those in the NAFTA.

You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above.
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any procurement.
