Trade Agreement: CETA / CFTA Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: CCGS ANN HARVEY-VLE DRYDOCKING Byron, Dan Telephone No. - (819) 420-2898 NEW - Bid closing date of the RFP is changed to May 29, 2018 Requirement: To carry out the drydocking, regulatory work, installation of three (3) Propulsion Generator Ship sets, installation of cycloconverters, hull preparation and re-coating, motor alignments, and system commissionings on the Canadian Coast Guard Vessel Ann Harvey in accordance with the associated Technical Specifications. Bidders' Conference: A bidders' Conference chaired by the Contracting Authority will be held at CCG Base St. John's NL (280 Southside Rd.), April 12, 2018 at 10:00 AM. Bidders must communicate with the Contracting Authority no later than three (3) Working Days before the scheduled conference to confirm attendance and provide the name(s) of the person(s) who will attend. Site Visit - Vessel: The viewing will take place on April 10 2018 and April 11 2018 at Coast Guard Base in St. John's NL (280 Southside Rd.), Bidders must communicate with the Contracting Authority no later than three (3) Working Days before the scheduled visit to confirm attendance and provide the name(s) of the person(s) who will attend. Work must commence and be completed as follows: Preparation Period (including refit preparation, tow preparation and tow): 2 week period after Contract award Work Commence: 2 weeks after Contract Award Undocking: 18 weeks after Contract Award Work Complete: 24 weeks after Contract Award Vessel Transfer Costs will apply to all bids for evaluation purposes. Destination: The work shall be carried out at the Contractor's facilities. Additional Instructions to Work Period: The vessel will be unmanned during the work period and will be considered to be out of commission. The vessel during that period will be in the care and custody of the Contractor and under its control. The vessel will have to be made habitable for the crew by 16 weeks after commencing the work. Sourcing Strategy: The sourcing strategy related to this procurement will be limited to suppliers in Eastern Canada Region, in accordance with the Shipbuilding, Refit, Repair and Modernization Policy, and is subject to the Canadian Free Trade Agreement. This procurement is exempt from NAFTA [see Chapter 10, Annex 1001.2b, paragraph 1 (a)] and from the WTO-AGP (see Annex 4).
