Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of the requirement The Canadian Coast Guard has a requirement for the provision of services as specified under Background below. The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for these services to ABB Inc. Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the 15 calendar day posting period. If other potential suppliers submit a statement of capabilities during the 15 calendar day posting period that meet the requirements set out in the ACAN, the government will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract. If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier. Background: The Canadian Coast Guard has a requirement for the repair and overhaul to as new condition of two (2) Main Engine ASEA Brown Boveri (ABB) turbocharger units for the CCGS Samuel Risley stationed in Parry Sound, Ontario. 3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: Two turbocharger units, model VTR 201-TC with serial numbers: 364929 and 364932. Overhaul Requirements: The Contractor shall be accredited by ABB Inc. as a service facility experienced and capable to perform the work in this Specification, as listed below. The Contractor shall provide a certificate of accreditation from ABB Inc. in the Bid Documents. A. Overhaul each of the turbocharger units and comply with all repair specifications and techniques as set out in the ABB service and overhaul manual. B. Supply the standard overhaul parts listed below: - One Bearing CE, part # 32 - One Bearing TE, part # 38 - One Sealing Bush TE, part # 5061 - One Sealing Bush C, part # 7251 - Two Bearing Cover Gaskets CE/TE, part # 585 - Two Nipples CE/TE, part # 3312 - Two Safety Rings CE/TE, part # 3711 - Two Piston Rings CE/TE, part # 3712 - Also all necessary materials, specialty tools and labour to return the turbochargers to an as new condition, and their original performance specifications as listed in the ABB service and overhaul manual. - Additional spare parts required to complete the work of this specification shall be treated as a work arising. C. Completely dismantle each turbocharger including all core cover plates and fittings. All casings must be match marked to ensure that the proper orientation of the inlet and exhaust flange housings is obtained as per the current configuration. The external casing surfaces must be cleaned to bare metal and treated to receive new paint. All internal casing surfaces must be chemically cleaned to remove built-up residues. The waterside core of the turbocharger casings shall be chemically cleaned. The cleaning process must be as per ABB service and overhaul manual. D. Determine casing thicknesses and examine for cracks using NDT methods. E. Measure and record a complete set of measurements as per the ABB service and overhaul manual to ascertain that the turbocharge components are within the specified limits, and notify the Technical Authority (TA) of the as found condition and proposed repair work. F. Perform a dye-penetrant or magna-flux non-destructive examination on each rotor assembly, identify, report and correct any defects found. The Contractor must provide NDT operators certified to CAN/CGSB-48.9712-latest edition, Qualification and Certification of Non-Destructive Testing Personnel Level II for the appropriate method. The Contractor shall provide copies of the operator’s certificates to the TA. G. Dynamically balance each rotor assembly prior to re-assembly as per ABB specifications. H. Arrange and lay out all components of each turbocharger unit for viewing/inspection by the TA. The Contractor must submit to the TA the NDT reports and NDT operators certificate of qualification for review before the inspection. I. Re-assemble the turbochargers with new replacement parts to return the turbochargers to a complete assembly ready for installation and return to service on the main engines. All exposed openings on the turbochargers must be fitted with clearly identified blanks and plugs to prevent the ingress of dirt during shipping and handling. J. Paint the complete turbocharger assemblies after final assembly with two coats of high temperature primer and 2 coats of high temperature grey paint as recommended by ABB. The grey paint color must match the current color scheme of the turbochargers. K. After reassembly and painting, prepare the turbochargers for long term storage in a heated facility. Unpainted surfaces and bearings must be protected from corrosion. All opening shall be efficiently plugged or blanked to prevent the ingress of moisture and debris. The unit shall be completely wrapped in VCI paper wrap and secured in their shipping crates. The units shall be covered with 6 mil polyethylene sheeting to prevent the ingress of water during shipping. Required Documentation (Reports/Drawings/ Manual): A. The Contractor must produce and supply three paper copies and two digital copies of an Inspection and Technical Survey Report for each turbocharger serviced - to include the following information as a minimum: - Condition of Turbocharger units as received after shipment; - Condition of turbocharger components after disassembly and cleaning; - Measured readings of individual turbocharger components; - Final measured clearances after assembly of turbocharger units; - Dye-penetrant or magna-flux test report of rotor assemblies; - Details of any repairs carried out to the turbocharger units, and replaced parts; - Electronic copies of the report shall be in PDF format and each copy on separate USB key. - Date stamped digital pictures of each turbocharger assembly in the following conditions: o As received after shipment to the Contractors facility; o After initial dismantling of the unit; o After cleaning of all unit components; o As laid out for inspection; o Any abnormalities or noted defects; o After reassembly and painting, prior to shipment. B. The Contractor shall prepare/submit a 1-page summary document for each turbocharger certifying that the turbocharger units were overhauled in accordance with manufacturer’s specifications, and are certified fit for installation and continued service. Required Approvals: The turbochargers shall be completely overhauled and verified for continued service onboard the vessel as per the manufacturer’s specifications. Reports and repairs shall be produced to satisfy requirements of TCMS and ABS. Applicable Reference Drawings/Documents: • Asea Brown Boveri Turbocharger Manual for Model VTR201-TC - latest edition 3. Justification for the Pre-Identified Supplier ABB Inc. is the OEM sole distributor and only approved value-added reseller authorized to sell OEM parts/material/overhaul and support the equipment installed onboard Canadian Coast Guard vessels in the Province of Ontario. The Canadian Coast Guard will purchase OEM replacement parts that are manufactured specifically for equipment and machinery identified as critical equipment onboard CCG vessels and replacement parts for combustion engines as identified in MARPOL, Annex VI. The parts required must be of same material as the existing equipment onboard the CCG vessels. Only the Original Equipment Manufacturer is capable to provide genuine spare parts; Non-OEM parts are not acceptable. Additionally, CCG and TCMS regulations require the use of OEM parts and service when available. 7. Government Contracts Regulations Exception(s) The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work"). 8. Ownership of Intellectual Property Ownership of any Foreground Intellectual Property arising out of the proposed contract will vest in the Contractor. 10. Period of the proposed contract or delivery date All deliverables under any resulting contract must be received by Aug. 7, 2019. 11. Cost estimate of the proposed contract The estimated value of the contract is $ 29,700 CAD. HST/GST, and local freight & duties are extra. Foreign shipping costs must be priced separately. Suppliers' right to submit a statement of capabilities Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer’s name and the closing date of the ACAN must appear on the outside of the envelope in block letters, in the case of a facsimile transmission, on the cover page. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
