    PROVISION OF DAMAGE CONTROL, FIRE FIGHTING AND DIVING SYSTEMS
    SUPPORT SERVICES
    
    The Department of National Defence requires the services of a
    team of personnel consisting of;  one (1) Hull/Marine
    Technologist, annual level of effort in hours:  1650, One (1)
    Diving Systems Technician,  annual level of effort in hours: 
    1150, one (1) Project Manager,, annual level of effort in hours:
     203, One (1) Desk Top Publisher,  annual level of effort in
    hours:  203, one (1) Technical Writer, annual level of effort in
    hours:  203, one (1) Spreadsheet/Database Analyst, annual level
    of effort in hours:  34, One (1) Clerical/Data Entry, annual
    level of effort in hours:  68, one (1) Draftsperson, annual
    level of effort in hours:  	68, one (1) French
    Translation/Editing, annual level of effort in hours:  101.
    
    The period of the Contract is from date of contract to three (3)
    years after date of contract with an option to extend for three
    (3) additional periods of one (1) year.
    
    There is a security requirement associated with this requirement
    
    The requirement is subject to the provisions of the Agreement on
    Internal Trade (AIT).
    
    The requirement is limited to Canadian goods and/or services.
    
    Mandatory Technical Criteria
    
    1.	All candidates shall comply with the security requirement;
    
    2.	Hull/Marine Technologist; 
    	
    a.  The candidate shall possess a membership of a chartered
    provincial association of engineering technologists;
    b.   The candidate shall possess the following qualification:  
    (1)  for civilian qualifications:  a certification in Marine /
    Hull Engineering Technology; or
    (2)  for military qualifications:  a trade group 4 or trade
    qualification 7 in Marine / Hull.
    c.  Working knowledge of the Canadian Forces Supply System
    (CFSS);
    d.  Working knowledge of the DND environment Engineering and
    Maintenance Management System;
    e.  The candidate shall demonstrate a minimum of twenty-four
    (24) months of demonstrated Life Cycle Material Specialist
    service experience within the last ten (10) years in at least
    seven (7) of the twelve (12) following activities:
    a.  investigation of maintenance and repair data;
    b.  preparation and revision of specifications, drawings,
    manuals, technical instructions, and orders;
    c.  preparation of data for initial provisioning and for repair
    of parts;
    d.  preparation of repair schemes and maintenance schedules and
    supporting technical data;
    e.  configuration control;
    f.  definition of standards and criteria for the performance of
    equipment;
    g.  testing and evaluation of existing and proposed systems and
    equipment;
    h.  preparation of engineering guidance for engineering changes
    (EC's);
    i.  management of technical data and resources;
    j.  conduct engineering studies and engineering feasibility
    studies;
    k.  provision of publications management services; and
    l.  provide advice to other agencies and units of the Canadian
    Forces.
                                                                    
                                  
    3.  	Diving Systems Technician;
    
    a.   The candidate shall possess a certification as Clearance
    Diving Technician (Military Occupation Code (MOC) 342); and
    b.  Must possess a minimum of thirty-six (36) months of
    demonstrated experience in the maintenance, fault diagnosis,
    repair, modification and calibration of mechanical,
    electro-mechanical and related aspects of Canadian Forces Diving
    and Hyperbaric equipment / systems and their associated
    performance monitoring / calibration equipment and systems
    within the last ten (10) years.
    
    4.	Project Manager
    
    a.  The candidate shall possess an undergraduate degree in
    business or engineering;
    b.  The candidate shall demonstrate a minimum of sixty (60)
    months of experience in the last ten (10) years of managing
    technical projects with teams
    
    5.	Desk Top Publisher;
    
    a.  The candidate shall demonstrate a minimum of thirty-six (36)
    months of experience in the last five (5) years using commercial
    software in the preparation of illustrations, illustrated parts
    breakdown, manuals and catalogues;
    b.   The candidate shall demonstrate a minimum of twelve (12)
    months of experience in the last five (5) years in the
    production of DND publications.
    
    6.	Technical Writer;
    
    a.  The candidate shall demonstrate a minimum of thirty-six (36)
    months of experience in the last five (5) years of writing and
    editing Canadian Forces publications and documents.
    
    7.	Clerical/Data Entry;
    
    a.  The candidate shall demonstrate a minimum of twenty-four
    (24) months of experience in the last five (5) years in
    keyboarding, electronic data manipulation and the use of
    commercial word processing, spreadsheet and database software.
    
    8.	Draftsperson
    
    a.  The candidate shall demonstrate a minimum of thirty-six (36)
    months of CAD experience in the last sixty (60) months of
    experience; and
    b.  The candidate shall demonstrate a minimum of twelve (12)
    months must be in the use of 3D CAD experience in the last sixty
    (60) months of experience.
    
    9.	French Translation/Editing.
    	
    a.  The candidate shall demonstrate a minimum of sixty (60)
    months of experience in the last eight (8) years in translation
    and editing of technical and naval documentation.
    
    10.	Spreadsheet/Database Analyst person;	
    
    a.  The candidate shall demonstrate a minimum of thirty-six (36)
    months of experience in the last five (5) years in the creation
    and maintenance of complex, advanced spreadsheets and databases.

    The Crown retains the right to negotiate with suppliers on any
    procurement.
