Trade Agreement: NAFTA/AIT/Canada FTAs with Peru/Colombia/Panama Tendering Procedures: Generally only one firm has been invited to bid Attachment: None Non-Competitive Procurement Strategy: Interchangeable Parts Comprehensive Land Claim Agreement: No Vendor Name and Address: Motor Coach Industries Ltd 1400, rue Barré montréal Quebec Canada H3C1N4 Nature of Requirements: Requirements definition PURPOSE This document sets out the general and specific requirements concerning a regional individual standing offer (RISO) for the supply, on an as-needed basis, of replacement parts as well as for maintenance and repair services for MOTOR COACH INTERNATIONAL (MCI) motor coaches for the transport and maintenance platoon, Department of National Defence (DND), as indicated below, on a regular schedule as well as on request and based on the needs set out below. BACKGROUND DND's transport and maintenance platoon has three (3) 2007 MCI model J4500 motor coaches in its fleet that require inspection every six months or every 16,000 km in accordance with DND's and the manufacturer's standards. To meet the objective, the Contractor must have rapid and continuous access to a supply of original and generic parts as well as to an MCI motor coach maintenance and repair service. The workshop is tasked with maintaining all DND vehicles and meeting road safety standards established by the manufacturer, Transport Canada and DND. The services required on request and as needed shall be available at all times, from Monday to Friday between 7:00 a.m. and 4:00 p.m., and outside of regular working hours, including Saturdays, Sundays and holidays. The bidder shall provide the facility, tools, labour and parts to maintain and repair MCI motor coaches. Sole-source justification and exception to international trade agreements The Department of National Defence requires that the mechanics working on its MCI motor coaches have specific training on this type of vehicle. It is our intent to issue a standing offer to MCI Sales and Service Centre of Montreal, Quebec, as to our knowledge, it is the sole supplier that employs technicians trained by MCI for the specific repair of these coaches. This is in line with section 1016 2b of NAFTA as well as with paragraph 12 of section 506 of AIT. Term of service The services are required for two years from the date of award with one potential extension of one year. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
