The Department of Public Works and Government Services Canada
(PWGSC), Real Property Directorate , Environment Services  at
Place Bonaventure, Montreal, Quebec wishes to buy water testing
services . These services will include taking an appointment
with PWGSC's federal clients in the Quebec region, coordination
with a laboratory, travelling, taking drinking water samples,
its conservation and delivery to a  laboratory.  Moreover, the
services could also include writing reports on the samplings and
reports on their interpretation.  It is essential that the
offeror supply all equipment, tools, labour , transport and the
necessary supervision to conduct the physical, chemical and
biological analyses , on an as and when requested basis,  by the
client and as detailed in the enclosed Annex 'A' - Statement of
work.  These water sample analyses and analyses reports  will
assist  PWGSC to determine the potential health risks to public
drinking water supplies in several installations and buildings
in the Quebec region.  

Standing offers  will be issued from the date of issue for 2
firm years and Canada reserves the irrecovable right to extend
the Standing offers for three additional consecutive years of
one year each.  

Canada reserves the right to issue two standing offers.  The
first  two offers that are responsive with the highest total
score, when adding the technical points and the price points, 
will be recommended for the issuance of a Standing offer each.
