    Nature of Requirements: 
    
    Request for Master Standing Offer for the purchase and delivery of bulk road salt (Sodium chloride type 1) to de-ice the roads, to be delivered FOB destination including all delivery charges, to various Federal Government Departments and Agencies and inparticular, the Correctional Services of Canada and the Department of National Defence located in the Province of Quebec.
    
    The duration of the Standing Offer will be valid for one year from the date of issue with a possibility of an extension of two additional periods of one year each.  
    
    It is Canada's intention, to issue one or multiple Standing offers to offerors who are qualified in accordance with all the requirements stipulated in the requirement in order to ensure source of supplies to all the delivery locations, taking into consideration the client geographic locations.  
    
    The identified sectors are:  Island of Montreal, North of Montreal, South of Montreal and the Quebec City region. 
    
    The technical requirements for the bulk road saltare: 
    a. Bulk road salt (Sodium chloride type 1, Pavement De-icer) must comply with Canadian General Standards Board Standard CAN/CGSB 15.9-92 dated November 1, 1992.
    b.  The Sodium Chloride must not contain any gravel, clay, minerals or foreign material that could cause caking or clumping.
    c. Anti-caking additivies must not materially alter the properties of the salt. 
    d. Requirement for bulk road salt according to the 'Code of practice for the environmental management of road salt' dated April 3,2004 of the Government of Canada.  
    
    There is a security requirement associated for the delivery to the eight Correctional Service Canada Institutions.

    The Crown retains the right to negotiate with suppliers on any procurement.
