Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of the requirement : The Department of National Defence has a requirement for the supply of four (4) types of fanfare trumpets compliant with the specifications mentioned below. This requirement is to fulfil operational needs related to the Music - 438 Tactical Helicopter Squadron, which is to support the Canadian Armed Forces (CAF) operations and the Royal Canadian Air Force (RCAF) in performing music at official ceremonial military activities. A total of eight (8) trumpets is requested : • Trompette héraldique soprano chromatique en Mi bémol (quantity : 1) • Trompette héraldique melody chromatique en Si bémol (quantity : 4) • Trompette héraldique ténor chromatique en Si bémol (quantity : 2) • Trompette héraldique basse chromatique en Si bémol et Fa (quantity : 1) 3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements): o Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements: The supplier must provide one (1) chromatic Soprano Fanfare Trumpet The trumpet must: a. meet standards of NATO S/N 7710-99-282-5570 b. be silver in color c. be pitched in the key of E flat d. have a Trumpet mouthpiece shank diameter e. have 3 valves I. Each valve must be made of nickel based alloy for corrosion resistance (example but not limited to : monel) and include a spring; II. Each valve casing must have its own tuning slide; III. A shunt ring must be located near the valve setup to facilitate instrument holding. f. have no rotative valve g. have a removable leadpipe (for tuning) h. have a minimum of one (1) waterkey (lever or amado) i. have a soldered lyre receiver (for march packs) j. have a bell diameter from 128 to 132 mm k. be between 103 and 105 cm long (Instruments length must be the same for the whole set) l. have two (2) banner rings distanced from 43 to 45 cm , one another (must be the same distance for the whole set) m. have one (1) instrument case The supplier must provide four (4) chromatic Melody Fanfare Trumpet The trumpets must: a. meet standards of NATO S/N 7710-99-922-4126 b. be silver in color c. be pitched in the key of B Flat d. have a Trumpet mouthpiece shank diameter e. have 3 valves I. Each valve must be made of nickel based alloy for corrosion resistance (example but not limited to : monel) and include a spring; II. Each valve casing must have its own tuning slide; III. 1St Valve must have finger hook; IV. 3rd valve must have a full ring for finger. f. have no rotative valve g. have a removable leadpipe (for tuning) h. have a minimum of one (1) tuning slide i. have a minimum of one (1) waterkey (lever or amado) j. have a soldered lyre receiver (for march packs) k. have a bell diameter from 128 to 132 mm l. be between 103 and 105 cm long (Instruments length must be the same for the whole set) m. have two (2) banner rings distanced from 43 to 45 cm , one another (must be the same distance for the whole set) n. have one (1) case per instrument The supplier must provide two (2) chromatic Tenor Fanfare Trumpets (Qty 2) The trumpets must: a. meet standards of NATO S/N 7710-99-989-1446 b. be silver in color c. be pitched in the key of B Flat d. have a tenor trombone mouthpiece shank diameter e. have 3 valves i. Each valve must be made of nickel based alloy for corrosion resistance (example but not limited to : monel) and include a spring; ii. Each valve casing must have its own tuning slide; iii. A shunt ring must be located near the valve setup to facilitate instrument holding. f. have no rotative valve g. not require a removable leadpipe h. have a minimum of one (1) tuning slide i. have a minimum of one (1) waterkey (lever or amado) j. have a soldered lyre receiver (for march packs) k. have a bell diameter from 158 to 162 mm l. be between 103 and 105 cm long (Instruments length must be the same for the whole set) m. have two (2) banner rings distanced from 43 to 45 cm , one another (must be the same distance for the whole set) n. have one (1) case per instrument The supplier must provide one (1) chromatic Bass Fanfare Trumpet. The trumpet must: a. meet standards of NATO S/N 7710-99-840-8489 b. be silver in color c. be pitched in the key of B Flat (and F for rotory valve section) d. have a bass trombone mouthpiece shank diameter e. have 3 valves i. Each valve must be made of nickel based alloy for corrosion resistance (example but not limited to : monel) and include a spring; ii. Each valve casing must be linked to its own tuning slide; iii. A shunt ring must be located near the valve setup to facilitate instrument holding. f. have a minimum of one (1) rotary valve g. not require a removable leadpipe h. have a minimum of two (2) tuning slides i. have a minimum of one (1) waterkey (lever or amado) j. have a soldered lyre receiver (for march packs) k. have a bell diameter from 158 to 162 mm l. be between 103 and 105 cm long (Instruments length must be the same for the whole set) m. have two (2) banner rings distanced from 43 to 45 cm , one another (must be the same distance for the whole set) n. have one (1) instrument case 4. Applicability of the trade agreement(s) to the procurement: This procurement is subject to the following trade agreement : o Canadian Free Trade Agreement (CFTA) 5. Set-aside under the Procurement Strategy for Aboriginal Business Non-applicable for this requirement. 6. Comprehensive Land Claims Agreement(s) Non-applicable for this requirement. 7. Justification for the Pre-Identified Supplier The supplier must be able to provide the 4 types of trumpets with compliance with all the criteria mentioned in the document attached. To PWGSC’s knowledge, only Smith & Watkins is able to provide these products. 8. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. 15. Closing date for a submission of a statement of capabilities The closing date and time for accepting statements of capabilities is December 11, 2020, 2:00 PM (EST). 16. Should you have any questions concerning this requirement, contact the contracting officer identified above. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
