Trade Agreement: WTO-AGP/NAFTA/AIT/Canada-Peru FTA/Canada-Colombia FTA Tendering Procedures: Attachment: None Non-Competitive Procurement Strategy: Exclusive Rights Comprehensive Land Claim Agreement: No Vendor Name and Address: Spectra Analysis, Inc. 257 Simarano Drive Marlboro Massachusetts United States 01752 Nature of Requirements: ADVANCE CONTRACT AWARD NOTICE- H3701-123165/A The Drug Analysis Service (DAS) from Health Canada, Regions and Programs Bureau, requires the purchase of three (3) Fourier transform infrared (FTIR) detectors which can be coupled with a gas chromatograph (GC). The analysis of the samples shall be solid-phase and as a result, the system must allow the deposition of chromatographed sample in a cryogenic chamber. The FTIR system must also be able to be coupled, in parallel, with a mass spectrometer (MS) to give a combined analysis technique GC-FTIR/MS. Sole source justification The coveted equipment must be compatible with the equipment that SAD already has: Agilent Technologies GC-MS. The results generated by the solid-phase FTIR detector must be comparable with the results generated on KBr or ATR supports of most standard FTIR devices, allowing libraries searches (database). The incompatibility of the FTIR spectra generated versus our current DAS database would result in substantial additional costs because the DAS databases required many years of development and is composed of hundreds of substances. DAS only uses the DAS developed database in order to certify/confirm the presence of drugs and other substances in samples. The three DAS laboratories are certified ISO 17025, therefore all the equipments and the materials used must be commercial products with service and support. The use of another product would require a custom product development and would not ensure a service and technical support from the manufacturer, which could easily become a problem. Spectra Analysis Inc. is the only manufacturer to offer a FTIR detector that can be coupled to a GC-MS. It can also perform real time and post injection scan on a solid-phase sample. The targeted manufacturer is the only one offering a commercial product that meets our criteria and that can provide maintenance and repair service. Requirement More specifically, each system must meet the following criteria: - Direct deposition of the analyte on a sample holder, situated in a cryogenic chamber (solid-phase) at the end of the GC; - Must be compatible with Agilent Technologies GC; - The FTIR detector must be MCT or FPA type with a minimal detection zone of 0.1mm x 0.1mm; - Spectral range covered must be at least 650-4000 cm-1; - Data analysis must be done in real time and allow a post-acquisition rescan to improve signal/noise ratio if necessary; - Must be able to accept a minimum carrier gas flow range from the GC column from 0.1 to 3.0 mL/min; - Response factor shall be 15 mAU for 2 nanograms of nonadecane injected on the column; - Background noise during real-time acquisition must be less than 0.8 mAU peak to peak; - Equipped with a sample holder and must include a backup sample holder (disk or other); - Sample holder capacity must be at least 50 hours of acquisition; - Time required to efficiently clean the sample holder should be less than 5 minutes; - The system must include a data processing software that allows to operate all detector components and to record raw data; - The system must generate comparable spectra to those generated by ATR and/or Kbr pellets. - Must include an electronic spectral library that allows searching for the spectra identification. The manufacturer must provide an on site minimum warranty of one year. In addition, trained staff must be available for subsequent technical assistance services. For all these reasons, we believe that it is the only existing system capable of meeting all the above criteria. The purposes of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for these goods to: Spectra Analysis, Inc. 257 Simarano Drive Marlboro, Massachusetts 01752 United States Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstarate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the 15 calendar day posting period. If other potential suppliers submit a statement of capabilities during the 15 calendar day posting period that meet the requirements set out in the ACAN, the government will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract. If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier. Delivery Date: Above-mentioned You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
