Box 1464 18 Innovation Blvd. Saskatoon Saskatchewan Canada S7K3P7 Nature of Requirements: 1- Advance Contract Award Notice (ACAN) Explanation An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, thecontracting officer may then proceed with the award. 2- Definition of Requirement Background The Canadian Space Agency (CSA) has a requirement for a Satellite Flight Operations Support Services contract to pursue SCISAT-1 and NEOSSAT ongoing missions. These missions were launched in 2003 and 2013 respectively. SCISAT has survived longer than it’s initially planned mission life by approximately three times and is the current CSA anchor mission. These missions are still generating important benefits for the Crown and it is required to continue their operations. The systems are aging and the use of untrained people could lead to a significantly higher risk for the mission. This risk is enhanced since these aging satellites rely much more onhuman interaction than the much more automated satellites of today. The Crown must take the best efforts to keep the mission going until Radarsat Constellation mission’s launch planned for July 2018. Since 2007 and 2009 accidents in space, the number ofalerts related to space debris have raised from 1 in the first 10 years of operations to 1 alert per month in the current context. The work will involve the following: 1) Provide flight operations, flight operations controllers (ground segment) and ground system engineering and maintenance for the aging SCICAT-1 and NEOSSAT satellites. 2) Provide technical support for foreign and other domestic satellites (past examples are the TerraSAR-X/Tandem X satellites) 3- Minimum Essential Requirements Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements. At a minimum, the supplier must demonstrate that it has: 1) Experience in a multi-mission (multi-satellite) environment in operating and controlling low earth orbit’ satellites that require a high degree of manual operation; 2) Experience in solving by itself complex control problems in a multi-mission (multi-satellite) environment for low earth orbit’ satellites that require a high degree of manual operation; 3) Minimum experience, qualifications and training required for each skill category are specified in a table. Upon request the Contracting Authority identified below will provide the table. SED Systems,Division of Calian Ltd., has unique knowledge and experience in operating in a multi-mission (multi-satellite) environment which consists of the aging SCISAT-1 and NEOSAT low earth orbit (LEO) satellites that require a high degree of manual operation. 7- Period, Estimated Value and Proposed Contract Terms The proposed Contract is for a period of two (2) years from April 1, 2016 to March 31, 2018 with two (2) options to extend the Contract period by one (1) year each. The estimated value of theContract, including optional periods, is $9,000,000 (including applicable taxes). For the proposed Task Authorization (namely as and when requested) Contract, a minimum guarantee of $300,000 of the cost incurred in accordance with the Basis of Paymentand Statement of Work will apply. 8- Foreground Intellectual Property Canada will retain ownership of any Foreground Intellectual Property arising out of all and any work including software development/modification tasks (as and when requested) under the proposed Contract. 9- Proposed Contractor SED Systems, Division of Calian Ltd. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
