    Development of innovative Earth Observation (EO) solutions for Climate Change Impact and Ecosystem Resilience (CCIER)
    
    Description
    Public Services and Procurement Canada (PSPC), on behalf of the Canadian Space Agency (CSA), is requesting proposals as part of the CSA's Earth Observation Applications Development Program (EOADP) for the development of innovative EO solutions that address CCIER needs in a Canadian context.
    
    The Canadian Space Agency supports Climate Change Impacts & Ecosystem Resilience initiatives in its portfolio of projects. Within this context the CSA is currently supporting five (5) ongoing departmental projects through its Government Related Initiatives (GRI) funding plan. These 5 projects (April 2017 - March 2020) are being conducted by Agriculture and Agri-Food Canada, Environment and Climate Change Canada’s Meteorological Research Division and Landscape Science and Technology Division, Natural Resources Canada’s Canada Center for Mapping and Earth Observation and Canadian Forest Services in support of government priorities and policies. Descriptions of the ongoing CCIER GRI projects are available in Appendix A-3 for general reference purposes. These projects are presented as background information on the overarching CCIER initiative and do not dictate what projects will be eligible or selected under the RFP. Appendix A-4 shows priority themes for the government of Canada obtained under the GRI call for proposals in the summer of 2018. Again, these are only provided for reference purposes.
    
    
    Contract Period
    The contracts issued will be for a period of up to twenty-four (24) months.
    
    Intellectual Property
    The Intellectual Property will vest with the Contractor.
    
    Security Requirements
    There are no security requirements associated with this requirement.
    
    Trade agreements
    This requirement is not subject to the trade agreements.
    
    Canadian Content
    The requirement is limited to Canadian goods and/or services. 
    
    Actual Available Budget
    The Actual Available Budget for the ten (10) contracts resulting from this bid solicitation is $3,000,000.00, all applicable taxes extra. The list of projects can be found in Annex A.

    The Crown retains the right to negotiate with suppliers on any procurement.
    
    Documents may be submitted in either official language of Canada.
