Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: Suppliers on permanent list or able to meet qualification requirements Attachment: None Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: Request for selective tendering of construction work, involving the use of a permanent list of pre-qualified suppliers selected pursuant to a request for a supply arrangement for general contractor services on our file number EF245-132395/A. Only pre-qualified suppliers will receive the tendering documents distributed by Public Works and Government Services Canada. The following qualified firms currently have a supply arrangement in respect of this file and are invited to submit bids for this project. These firms are: Construction Socam Ltée, Laval (Quebec) Roche Construction Inc, Montreal (Quebec) Celeb Construction Ltée, Brossard (Quebec) Opron Inc, Boucherville (Quebec) A supply arrangement is a method of supply where the client, under the framework of the arrangement, may solicit bids from a pool of pre-qualified suppliers. A supply arrangement is not a contract and is not legally binding on the parties who have signed only the supply arrangement. Any interested firm may apply to become a qualified supplier for the Supply Arrangement, when a project is announced pursuant to the supply arrangement. However, a firm shall not be considered for a particular project if its evaluation has not been completed and the firm is not yet qualified under the terms of the request for a supply arrangement. Contract awards pursuant to the supply arrangement shall not be delayed in order to complete the evaluation of applicants. Summary of work to be carried out at the Federal Building at 715 Peel, in Montreal: The project consists of repairing the parking slabs, on First and Ground floors, as per drawings and specifications. Duration of works shall not exceed ten (10) months, beginning at work site mobilisation. Activities will include, amongst others: · injection of cracks in existing concrete; · repair of delaminated areas in concrete; · local repairs in concrete; · repairs to steel reinforcement; · majors repairs to select concrete beams; · reconstruction of drainage slopes, identified by the presence of leachate residus, and of select drains; o throughout the First Floor; o in select areas of the Ground Floor; · remplacement of the waterproofing membrane and of the asphalt; o throughout the First Floor; o in select areas of the Ground Floor; · related electrical and mechanical work; · etc. Particularities: Presence of lead in the existing paint and the resulting hazardous substances due to the construction work require the implementation of control measures and work procedures, as well as the respect of current regulations for federal buildings. Temporary emergency evacuation plans are required, depending of construction work progress: · For each phase and each level, there is a general emergency evacuation plan following the location of the "are here"indication. The safety instructions (8.5" " format) must be installed next to each emergency evacuation plan. · Following are safety instructions that must be followed for a proper evacuation o Signs with information concerning construction work hours and information must be installed at each entrance. o Email and paper memos must be sent to each building occupant specifying which exits staircases are available, following work progress. o Emergency evacuation plans posted in the hallways of the various levels will be exempted from required modifications. o The construction work must only restrict access to one exit staircase at a time, serving a same floor area An mandatory site visit is scheduled on May 21st, 2014 at 9:30 am, at the main entrance of 715 Peel Street, Montreal. The estimated cost for this opportunity is between $1,000,001 and $5,000,000 Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement.
