    This procurement initiative is reserved for beneficiaries of the following Comprehensive Land Claims Agreement (CLCA) titled the
    James Bay and Northern Quebec Agreement (JBNQA) as defined in chapter 28, clauses 28.10.3 and chapter 29, clauses 29.0.31 of this Agreement.
    
    Further to Article 1802 of the Agreement on Internal Trade (AIT), the AIT does not apply to this procurement process.
    
    This requirement is reserved for individuals defined as "Inuit", as defined in chapter 3 of the JBNQA (paragraphs 3.1.2, 3.2.4, 3.2.5 and 3.2.6). In respect to aboriginal Inuit businesses, they must be located to the north of the 55th parallel, as described in chapter 6 of the JBNQA. 
    
    Proponents must sign and complete the document entitled "Attestation for Program of Reserved Contracts for Aboriginal people"(see appendix A of the present document), understood here as «Inuit people».

    “Visual Aids replacement on approche 07-25’’ Kuujjuaq Airport , on behalf of Transport Canada.
    
    There is no site visit scheduled for this project.
    
    
    MANDATORY CRITERIA AT CLOSING DATE
    
    - The Bidder shall enclose bid security with its bid.
    
    
    MANDATORY CRITERIA PRIOR TO CONTRACT AWARD
    
    - INTEGRITY PROVISIONS:
    
    Bidders must provide with their bid or promptly thereafter a complete list of names of all individuals who are currently directors of the Bidder. If the required names have not been received by the time the evaluation of bids is completed, Canada will inform the Bidder of a time frame within which to provide the information. Failure to provide the names within the time-frame specified will render the bid non-responsive.
    
    Canada may, at any time, request that a Bidder provide properly completed and Signed Consent Forms (Consent to a Criminal Record Verification form - PWGSC-TPSGC 229) for any or all individuals mentioned above within a specified time frame. Failure to provide such Consent Forms within the time frame provided, or failure to cooperate to the verification process will result in the bid being declared non-responsive.
