    REQUESTS FOR STANDING OFFERS IN ARCHITECTURE - QUEBEC REGION
    
    Public Works and Gorvenment Services Canada (PWGSC) calls upon architectural firms or a consortium of  consultants in architecture, including mechanical, electrical and structural engineersas well as time  and costs specialists in order to submit proposals  for  standing offers in the City of Montreal and its surroundings and in Quebec City and its surroundings. 
    
    This combined contract will follow a single phase processof proposal submissions, from which two lists will be established.  The selected consultants will provide services as specified in the Required Services section (RS) .
    
    PWGSC intended to allow at most 15 standing offers, ten of (10) zone 1 Montreal and five (5) for zone 2 Québec for a period of two (2) years from the date of issue, subject to two (2) extension options of one year each.
    
    Zone 1: Area  located within a radius of 120 km from Place Bonaventure, 
    800, de La Gauchetière Street West, Montreal, Quebec
    Zone 2: Zone located within a radius of 120 km from the Quebec Federal building, 
    1550,D’Estimauville Avenue, Quebec, Quebec
    
    If services are required outside these respective areas, consultants shall be willing to provide them.
    
    The total dollar valuefor all the standing offers is estimated at: 
    Zone 1:  Montreal: $20 million (Taxes included)
    Zone 2:  Quebec City: $10 million (Taxes included)
    The various call-ups may total a maximum of $ 1,5 million (Taxes included).
    
    Proponents should note thatthere is no guarantee that the full or any amount of the Standing Offers will be called-up; PWGSC will issue call-ups only when the specific services to be provided under the Standing Offer are needed.
    
    Proponents must be an architect member in good standing with the Ordre des architectes du Québec or shall obtain a license to practice issued by the Ordre des architectes du Québec. Proponents must provide their valid number of license to practice or indicate how they intend to meet the provincial requirements in terms of  licensing. In order to obtain and perform a call-up, the proponents must however have a license to practice in the province of Québec.  Proponents shall be able to demonstrate successful delivery of these services for a broad variety of projects over the last ten (10) years. In general, the firm and its personnel will be evaluated on the basis of their demonstrated understanding of the scope of services, their approach and methodology to provide those services, the quality of their relevant experience in this area, as well as the cost of the provision of the services.
    
    Security Requirements:
    Proponents are hereby informed that there is a strong possibility that some call-ups against the Standing Offers might require that the consultants and their personnel possesses a Facility Security Clearance (FSC) at the RELIABILITY level issued by the Canadian Industrial Security Directorate (CISD) of Public Works and Government Services Canada (PWGSC) and hold protected information.  Shouldthe successful proponentsnot have the level of security indicated above, PWGSC  shall sponsor the successful proponents so CISD can initiate procedures for security clearance.
