    Request for Standing Offer for general contractor services for building maintenance/repairs and construction of office accommodation in an existing office building, part of which is occupied by a laboratory.  
    Location:  Health Canada building in Longueuil.
    
    The period of the standing offer is two (2) years from the date of issue and includes two (2) option years.
    
    PWGSC intends to authorize up to (1) standing offer for a duration of two (2) years from the date of issue.
     
    COSTS
    The total dollar value for the standing offer over the 4 years is estimated at: 
    
      $ 720,000 (taxes included) 
    
    The various call-ups may total a maximum of $40,000 each (taxes included).
    
    Proponents should note that there is no guarantee that the full or any amount of the standing offers will be called up; PWGSC shall issue call-ups only when the specific services to be provided under the standing offers are needed.
    
    QUALIFICATIONS
    The proponents must be certified or eligible for certification to conduct business in Province of Quebec and must demonstrate that over the past five years they were involved in a range of renovation/repair and construction projects requiring a full scope of services.
    
    MANDATORY CRITERIA PRIORTO CONTRACT AWARD
    
    - INTEGRITY PROVISIONS:
    Bidders must provide with their bid or promptly thereafter a complete list of names of all individualswho are currently directors of the Bidder. If the required names have not been received by the time the evaluation of bids is completed, Canada will inform the Bidder of a time frame within which to provide the  information. Failure to provide the nameswithin the time-frame specified will render the bid non-responsive.
    
    Canada may, at any time, request that a Bidder provide properly completed and Signed Consent Forms (Consent to a Criminal Record Verification form- PWGSC-TPSGC 229) for any or allindividuals mentioned above within a specified time frame. Failure to provide such Consent Forms within the timeframe provided, or failure to cooperate to the verification process will result in the bid being declared non-responsive.
    
    SECURITY Requirements:
    There are security requirements associated with this requirement of the Standing Offer. For additional information, see Appendix D.
    For more information on personnel and organization security screening or security clauses, Offerors should refer  tothe Industrial Security Program (ISP) of Public Works and Government Services Canada (http://ssi-iss.tpsgc-pwgsc.gc.ca/index-eng.html) website.
    
    At the Request for Standing Offers closing date, the Offeror must  hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).
    
    Failure to provide a proof within the time frame provided, or failure to cooperate to the verification process will result in thebid being declared non-responsive.
