OWNER'S LABORATORY
Sampling, Testing and Analysis Services on Site and in
Laboratory for the New Bridge for the St. Lawrence Corridor
Project (NBSLC)
The Authority (Canada) requires the services of an Owner's
Laboratory (herein after referred to as "Consultant"), to carry
out sampling, testing and various laboratory services, as well
as auditing support in quality assurance and quality control.
These services related to work involving, without being limited
to, concreting, asphalt paving and waterproofing, precasting,
fabrication of steel elements, paint work, roadway foundation
systems, excavation of contaminated soil, environmental
monitoring and other construction work performed by the Private
Partner. The Owner's Laboratory shall carry out sampling,
testing and laboratory services on an as needed basis only, at
the request of the Authority. The Consultant shall provide all
the personnel, equipment, material and resources required to
perform the services described in these Terms of Reference.
It should be noted that the NBSLC Project is delivered through a
public-private partnership, to design, build, finance, operate
and maintain the new crossing over the St. Lawrence River. As
such, the Private Partner will work with its own laboratory
services to oversee the quality of construction materials on a
full-time/permanent basis. Consequently, the laboratory services
described in these Terms of Reference do not involve
full-time/permanent oversight of the Project's construction
quality control. These services are rather provided on an "ad
hoc" basis, often with the objective of validating, verifying or
auditing the work undertaken by the Private Partner or its
laboratory. These services can also include additional surveys,
on-site or laboratory testing, analyses or inspections as deemed
appropriate by the Authority, all on an occasional basis over
the period of this Contract.
Services may be requested from July 2015 up to December 2021
with the possibility of 3 one-year extensions.

There is not security requirement applicable to this contract.

The Crown retains the right to negotiate with suppliers on any
procurement.
