    REQUIREMENT
    
    DESCRIPTION:
    
    Provide, on an "as and when required" basis, prepared boxed
    lunches.         
    
    IDENTIFIED USER:
    
    The Department of National Defence, Valcartier and Quebec City,
    Province of Quebec.
    
    PERIOD OF STANDING PROPOSAL:
    
    From November 1st, 2015 to October 31, 2016 divided into two (2)
    periods of six (6) months each.
    
    Note: Offers will have to be submitted for each period, as per
    the schedule in Annex "B".
    
    One or more Standing Offers could be issued for each period.
    
    DELIVERY:  DND-VAL Various sites)
    
    Department of National Defence,  Valcartier Base, Courcelette,
    Quebec G0A 4Z0
    
    (1)	Kitchens, building 505
    
    	Monday to Friday between 7 am and 11 am or according to the
    instructions on the
    	purchase order.
    
    	NOTE:   Delivery on palettes 48" long, 40" wide and 53" high.
    Products will be placed
    	properly and securely. 
                       
    	NO DELIVERIES OUTSIDE OF THESE TIMES WILL BE ACCEPTED
    
    (2)	Unit rations depots Building 188 Door J - (in the back)
    
    	Monday to Friday between 7:30 am and 3:00 pm or according to
    the instructions on the
    	purchase order. The order shall be placed on a palette, wrapped
    individually in plastic
    	wrap and the identification of the unit that made the order
    should be affixed.
      
    	IMPORTANT  The frequency varies depending on the exercises
    scheduled in the
    	military activity calendar. 
    
    
    (3)	Camp Vimy
    	
    	From Monday to Friday between 7:00 am and 11:00 am or according
    to the instructions
    	on the purchase order.
     
    	IMPORTANT:   During the summer (May, June, July and August),
    needs can double. 
    
    (4)	Cadet Kitchen, Building CC-119
    
    	From Monday to Friday between 7:00 am and 11:00 am or according
    to the instructions
    	on the purchase order.
    
    	IMPORTANT:   During the summer (May to August), no orders will
    be made.
                                    
    	This is a mandatory condition:   Invoices should be sent to the

    	IMPORTANT:  You must check if your delivery trucks can fit
    through the doors to
    	access the Citadel.
    
    	This is a mandatory condition :  From June to Labour Day, no
    deliveries can be
    	accepted at Old Québec's Citadel between 9:30 am and 11:00 am. 
    
    (2)	Naval Reserve, Pointe-à-Carcy
    	
    	From Monday to Friday between 7:30 am to 11:00 or according to
    the instructions on the
    	purchase order.
    
    (3)	Armoury St-Malo, 1020 Vincent-Massé St., St-Malo Industrial
    Park, Québec, Québec
    	
    	From Monday and Friday between 7:30 and 11:30 or according to
    the purchase order. 
    
    	IMPORTANT:  Between September and May, on average once a week. 
                 
    
    DELAY 
          
    The normal delay for delivery will be between forty-eight (48)
    hours after reception of an order. However, the supplier will
    have to be able to deliver a minimum of 500 lunch boxes within a
    twenty-four- (24-) hour delay in case of emergency.
    
    Deferred delivery (Back Order) 
    
    No deferred delivery (back orders) will be accepted.
    
    DELIVERY REQUIREMENTS
    
    Box lunches will be delivered on pallets 48" long and 40" wide.
    No more than 25 cases of 12 box lunches per pallet, or 300
    boxes. Special meals (breakfast, vegetarian or Hallal) and
    regular meals will be marked with a label on the case containing
    the box lunches in different colours or shapes including the
    date of manufacture, the date of delivery and the best-before
    date. These labels with the same specifications will be affixed
    on each box lunch as well as the box content. The label will
    also serve as a safety seal for each box. Each item in the box
    will have a best-before date.
    
    All sandwiches, desserts and muffins will be wrapped
    individually. The nutritional facts will appear on the wrapping,
    whether printed on a label or directly on the wrapping.
                                                                    
                             
    The proponent is responsible for picking up the empty palettes
    at the various delivery locations.                              
                              
    The proponent shall provide the telephone numbers and/or pager
    numbers for the deliverer and follow up on deliveries.     
    
    NON-COMPLIANT DELIVERY
    
    DND reserves the right to return all deliveries that do not
    comply with the standing offer documents.            
    
    PRODUCTS
    
    All products will be compliant with the request, fresh and with
    a shelf life of fourteen (14) days for all products contained in
    the box.
    
    All desserts and cereal bars must be nut-free.
    
    The offerors must be able to supply Halal lunch boxes, certified
    by the I.S.N.A. (Islamic Society of North America Canada).
    
    
    MEAL BOXES
    
    The box will be made of cardboard.
    
    They will be delivered in cardboard boxes containing twelve (12)
    to sixteen (16) meal boxes.
    
    Meal boxes dimensions: Length: 25 cm, width: 18 cm, height: 9 cm.
    
    NOTE:  At any time, a visit of the Offerer's installations may
    be made by the client, to determine if they are adequate for the
    preparation of the lunch boxes.
    
    QUANTITIES:
    
    The estimated quantities for each of the required items can be
    found in Annex B - Working Document - List of products.
    
    APPROXIMATE SCOPE OF THE STANDING PROPOSAL:
    
    The approximate scope of the Standing Proposal is $1,149,750.00
    for the period from November 1st, 2015 to October 31, 2016
    inclusively.
    
    TRADE AGREEMENTS:
    
    The requirement is subject to the provisions of the Agreement on
    Internal Trade (AIT).
