REQUIREMENT: Public Works and Government Services Canada (PWGSC) on behalf of Aboriginal Affairs and Northern Development Canada (AANDC) has a requirement for remediation activities at the FOX-E Distant Early Warning (DEW) Line Site on Durban Island and the former US Coast Guard Weather Station on Padloping Island, Nunavut. 2. BACKGROUND: FOX-E Durban Island (67°05' N, 62°07' W), and Padloping Island (67° 02' N, 62° 44'W) are located on the northeast coast of the Cumberland Peninsula of Baffin Island, approximately 440 km north-northeast of Iqaluit and 75 km southeast of Qikiqtarjuaq. FOX-E, Durban Island, was constructed as an Intermediate DEW Line site in 1957 by the Department of National Defence (DND). The station was abandoned as part of the DEW Line system in 1963, and in 1965 responsibility for the land was assumed by AANDC ). A United States Air Force (USAF) weather station was constructed on Padloping Island in 1943 by the United States Military. The station was operated by the USAF until the end of the Second World War and was subsequently operated by the Canadian Department of Transport until 1956. An Inuit settlement on the island predates the weather station. The remains of a hamlet, abandoned in the early 1960s, are co-located on Padloping Island with the remains of the weather station facilities. The sites are accessible by marine transport during the summer shipping season. There are no airstrips on the sites and air travel is limited to rotary- wing aircraft. It is anticipated that the remediation of the FOX-E Distant Early Warning (DEW) Line Site on Durban Island and the former U.S. Coast Guard Weather Station Padloping Sites will require up to three construction seasons (summers of 2013 / 2014 / 2015) depending how the work is sequenced. A typical construction season for these locations normally starts in June and concludes by late September, which allows approximately 90 days. Potential hazards inherent with a remote northern location are wildlife and arctic weather conditions. Due to the logistical challenges associated with this project, a number of the risks have been identified, primarily those with mobilization and demobilization; remediation and construction activities; work schedules; weather delays; air charter; and replenishment of food and materials have been identified. 3. INUIT OF NUNAVUT COMPREHENSIVE LAND CLAIM AGREEMENT: The proposed requirement is subject to the Nunavut, Comprehensive Land Claim Agreement (CLCA). The benefits that will apply are contained in: Article 24: Inuit of Nunavut CLCA. 4. TRADE AGREEMENTS: The proposed requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), and the Agreement on Internal Trade (AIT). 5. CONTRACTOR EVALUATION AND SELECTION CRITERIA: The method of procurement chosen for this requirement calls for the submission of proposals by contractors who will deliver a strategy that best meets Canada's needs as described in the RFP. Proposals must meet all Mandatory requirements set out in the bid evaluation criteria. Those bidders who achieve a minimum 60% overall score will be further considered using the assessed Best Value to the Crown (60% Merit + 40% Cost) Contractor Selection method set out in the bid documents. 6. PROJECT INFORMATION AND DOCUMENTS: For more information on this project please order the document from MERX. Note: On July 26 and 27, 2011 a Pretender Optional Site Visit and Information Session for Potential Bidders was held in Iqaluit, Nunavut. Due to inclement weather, the Site Visit did not take place. In its place a Video was shown at the Pretender Information Session. Potential Bidders were allowed to ask questions at which time answers were provided.
