Information regarding the transition to EPS is posted on BuyandSell.gc.ca here: https://content.buyandsell.gc.ca/for-businesses/selling-to-the-government-of-canada/register-as-a-supplier/transition-to-electronic-procurement Registration to Canada Buys is open; Suppliers have the ability to register for a free account in SAP Ariba at any time: https://canadabuys.canada.ca/en/getting-started REQUIREMENT: Prior to posting the Request for Proposal (RFP), Public Services and Procurement Canada (PSPC), on behalf of Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC), is conducting an Optional Pre-tender Virtual Information Session for firms who are interested in the upcoming remediation project at Rayrock Mine, NT. SOURCING: PSPC intends to issue a competitive RFP in Summer 2021. The selection will be based on the highest responsive combined rating of Indigenous Opportunities Considerations (IOC), technical merit, and price. The ratio will be 35% for the IOC, 40% for the technical merit (including Technical and Management and Organizational), and 25% for the price. Both the IOC and technical merit will be subject to minimum pass marks, and there will also be minimum Indigenous commitments required as part of the IOC. The requirements of the Tlicho Land Claims and Self-Government will apply to this procurement. Bidders are requested to maximize Tlicho employment, contracting and training and skills development opportunities, and involve Tlicho Citizens and businesses, in carrying out the work under this project. When the RFP is posted on www.Buyandsell.gc.ca/tenders, the provisions of the Canadian Free Trade Agreement (CFTA) will apply and, where applicable, the appropriate International Trade Agreements will be determined. BACKGROUND: The Rayrock Remediation Project involves the environmental remediation of historical mining and exploration sites including the former Rayrock Mine, the Sun Rose Claim Group, two exploration sites at the Horn Plateau, a former powerline connecting Rayrock Mine to a hydroelectric power station on Big Spruce Lake, an historical barge landing on the northeastern shore of Marian Lake, and two satellite exploration sites. All Rayrock Remediation Project sites are within the boundaries of the Tlicho Comprehensive Land Claim Agreement. Rayrock and Sun Rose are on Federal (Crown) lands within defined exclusion zones, while all other sites are on Tlicho Lands. The sites were impacted by historic activities that occurred between the 1950s and 1970s. Rayrock Mine, a former uranium mine located within the traditional lands of the Tlicho Nation, is approximately 145 km northwest of Yellowknife and was itself in operation from 1957-1959. In 1959, responsibility for the site reverted to the Crown, specifically CIRNAC. An initial remediation of Rayrock Mine was completed in 1996-1997 to address the highest risk areas; however, a number of hazards remained on site. Numerous environmental investigations have occurred at Rayrock in recent years. These investigations have identified impacts in various media across the site, including impacted soil, sediment and water, non-hazardous debris, hazardous debris and physical hazards. The Rayrock Remediation Project will involve numerous tasks, some of which are of lower complexity (debris pick-up and stockpiling) through to those of higher complexity (water treatment, sediment removal and cell construction). It is anticipated that the Project will require up to three construction seasons, with initial mobilization occurring in Winter 2021, and remediation work occurring in the Summers of 2022, 2023, and 2024, depending how the work is sequenced. A typical construction season for these locations starts in May and concludes by late October, which allows approximately 180 days. However, some work activities, including winter road construction, are anticipated during the winter months. Due to the technical and logistical challenges associated with this project, a number of risks have been identified, primarily those associated with mobilization and demobilization (including winter road construction); remediation and construction activities; work schedules; adverse weather conditions; air charters; and availability of construction materials and supplies. OPTIONAL PRE-TENDER INFORMATION SESSION: An optional information session will be held by videoconference and teleconference via Microsoft Teams on Tuesday, July 20, 2021. The session will begin at 10:00 AM MT. Bidders are requested to communicate with the Contracting Authority at isabelle.bilous@pwgsc-tpsgc.gc.ca before the teleconference to register and get participation and access details. Bidders should provide, in writing, to the Contracting Authority, the name(s) of the person(s) who will be participating no later than July 15, 2021, 14:00 MT. An amendment to this notice will be posted, including a copy of the presentation(s) shown during the session, a copy of the Attendance Register (containing company names only), as well as any questions/answers posed during the session. Firms who do not attend will not be precluded from submitting a bid. Documents may be submitted in either official language of Canada.
