    1. Advance Contract Award Notice (ACAN)
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 
    
    2. Definition of the requirement
    The successful bidder will provide field supplies and groceries as needed to Environment and Climate Change Canada (ECCC) field staff.
    
    Without limiting the scope of work, the successful contractor shall carry out the following tasks as describe herein:
    
    Task 1: Field Supplies in Northern Locations
    
    Under this task, the contractor will provide field supplies for ECCC research camps on an annual basis as needed during each year of the contract. These supplies must be able to be purchased in person by ECCC field staff at store locations in Nunavut just prior to the field season. It is critical that field staff be able to shop in-person at store locations in northern communities to allow for purchasing of groceries and supplies as needed and to meet dietary restrictions of field personnel. Because of logistical requirements and lack of storage locations, it is not feasible to purchase groceries and field supplies ahead of time and have them shipped north. Supplies may also be purchased by ECCC staff at other times of year if the need arises. Examples of the types of supplies include (but are not limited to):
    • Dry goods - pasta, rice, bread, lentils, beans 
    • Canned goods - canned meat, fish, vegetables and fruit
    • Produce - fresh fruit and vegetables
    • Miscellaneous camp supplies - hardware, toilet paper, paper towels and first aid supplies.
    
    3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
    Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
    ? Ability to provide the supplies listed above in each of the following communities in Nunavut: Iqaluit, Coral Harbour, Cape Dorset, Pond Inlet, Kimmirut, Rankin Inlet, Qikiqtarjuaq, Pangnirtung, Igloolik, Hall Beach, and Arviat
    ? Have storefront locations in each of the communities listed above in order to facilitate as-needed purchasing of field supplies and groceries by field staff while they are in each community. 
    ? Have the ability to allow for field supplies and groceries to be purchased on an account at any of these locations.
    ? Have the ability to generate invoices for these accounts and bill ECCC as needed.
    
    4. Applicability of the trade agreement(s) to the procurement
    This procurement is subject to the following trade agreement:
    o Canadian Free Trade Agreement (CFTA)
    
    5. Justification for the Pre-Identified Supplier
    The North West Company operates a string of stores (under the names NorthMart and Northern) across Nunavut and other parts of Canada. In many small communities they are the only large store in town, and they are the only chain of stores in Nunavut that carry most of the items that  Environment and Climate Change Canada requires in all of the locations they work in. Because of their operational needs, they require the ability to purchase field supplies and groceries directly while in the north. Their schedule and personnel needs are constantly changing in relation to weather, logistical challenges, and community dynamics, so to ensure that they do not waste food and financial resources they need to be able to decide on what items to buy while they are in each community just before leaving for their field work. Because of this and their lack of storage capacity, supplying their camps with groceries in the south ahead of schedule is not possible, nor is arranging to have a third party buy food and ship it north for them. 
     
    6. Government Contracts Regulations Exception
    The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work".
    
    7. Period of the proposed contract or delivery date
    The proposed contract is for a period of one (1) year from contract award date to April 30, 2023, with two options to extend the contract period for a one (1) year period each.
    
    8. Cost estimate of the proposed contract
    The estimated value of the contract, including option(s), is $126,000 (GST/HST included).

    10. Suppliers' right to submit a statement of capabilities
    Suppliers who consider themselves fully qualified and available to provide the goods described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    11. Closing date for a submission of a statement of capabilities
    The closing date and time for accepting statements of capabilities is April 28, 2022 2:00 pm (EDT)

    You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above.
    
    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.  However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
    
    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any procurement.
    
    Documents may be submitted in either official language of Canada.
