    Requirement:
    This bid solicitation is being issued to satisfy the requirement of the Department of National Defence (the "Client") for the following food items in support of the Individual Meal Packs (IMP) and LMCs. It is intended to result in the award of a contract for one year, plus two 2 one-year irrevocable options allowing Canada to extend the term of the contract and to procure additional quantities of the food items.
    (a) Sweet and Salty Almonds;
    (b) Chocolate Nut Mix;
    (c) Crunchy BBQ Mix;
    (d) Chocolate Drink Mix;
    (e) Vanilla Drink Mix;
    (f) Wildberry Yogurt Drink Mix;
    (g) Strawberry Meal Replacement;
    (h) Vanilla Meal Replacement.
    
    Scope:
    Canada, at its discretion, might expand, change, add or modify the food items for the IMPs and LMCs with the agreement of the Contractor.Delivery must be completed by January 3, 2017.
    
    Background:
    Each year, the National Combat Ration Program (NCRP) produces IMPs and LMCs that are used for training exercises, deployed operations or in emergency situations when the situation does not permit the use of fresh rations. The IMPs and LMCs consist of various food and non-food items packaged in an overwrap bag.
    
    The IMP and LMC components are shipped to the Assembler. Their task consists of inserting all the individual components inside the overwrap. The combat ration assembly process begins in the first days of each calendar year. All combat ration component contracts state a specific delivery period to ensure timely receipt and inspection of all components. It is the contractor’s responsibility to ensure there is sufficient product to sustain the first assembly period and maintain the assembly line
    
    Delivery Date:
    For the initial Contract Period, all items must be delivered no later than February 10, 2017. 
    
    Trade Agreements:
    The requirement is subject to the provisions of the Agreement of Internal Trade (AIT).
    
    Contract Period:
    ContractPeriod:  The “Contract Period” is the entire period of time during which the Contractor is obliged to perform the Work, which includes:
    
    1. The “Initial Contract Period” which begins on the date the Contract is awarded and end 1 year later; and
    
    2. The Period during which the Contract is extended, if Canada chooses to excise any options set out in the Contract.
    
    Canadian Content:
    This procurement is conditionally limited to Canadian goods.
    
    If there are two (2) or more bids with a valid Canadian Content certification. In that event, the evaluation process will be limited to the bids with the certification; otherwise, all bids will be evaluated. If some of the bids with a valid certification are declared non-responsive, or are withdrawn, and less than two responsive bids with a valid certification remain, the evaluation will continue among those bids with a valid certification. If all bids with a valid certification are subsequently declared non-responsive, or are withdrawn, then all the otherbids received will be evaluated.
