Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: Generally only one firm has been invited to bid Non-Competitive Procurement Strategy: Exclusive Rights Comprehensive Land Claim Agreement: No Vendor Name and Address: TEVA CANADA LIMITED 30 Novopharm Court Toronto Ontario Canada M1B2K9 Nature of Requirements: Adenovirus Vaccine W6369-19009/A Baird, Christa Telephone No. - (403)991-5231 Fax No. - (819)956-8303 Purpose of ACAN: Public Services and Procurement Canada proposes to negotiate a Departmental Individual Standing Offer (DISO) on behalf of the Department of National Defence (DND) with Teva Canada Limited for the purchase of Adenovirus vaccine. Definition of Requirement: DND - Canadian Armed Forces Health Services Group (CF H Svcs Gp) has a requirement on an as needed basis for the procurement of Live Oral Adenovirus vaccine, Type 4 and 7. This vaccine may be required to provide protection against an Adenovirus outbreak or as a routine vaccine as part of the core vaccine program for recruits. Quantities: Should there be a requirement for the vaccine, the estimated quantity is 900 doses up to a maximum of 7,200 doses per year. Term of Standing Offer: Contract award to March 31, 2019 with the option to extend for an additional four (4), one (1) year periods. Evaluation Criteria The Offeror must: (a) Be capable of supplying a licensed Adenovirus Vaccine Type 4 and 7, with a minimum shelf life of 36 months or longer upon delivery; (b) Be capable of shipping to DND - Petawawa ON and St-Jean-Sur-Richelieu QC within fourteen (14) calendar days following the issuance of a call-up against the Standing Offer; (c) Be capable of meeting packaging and cold chain conditions; (d) Be capable of supplying proof of Good Manufacturing Practices for delivery via Health Canada’s Special Access Program. Limited Tendering Reason: In accordance with Government Contract Regulations (GCRs Part 1 - Conditions of Contract Entry - Bids - 6.(d)) Teva Canada Limited, 30 Novopharm Court, Toronto, ON is the only known supplier of a licensed Adenovirus Vaccine. Delivery Date: Above-mentioned You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
