Box 96 105 Strowger Blvd. Brockville Ontario Canada K6V5T7 Nature of Requirements: FIRE PREVENTION WEEK EDUCAT'L KITS Bilingual Fire Prevention Kits 1. SCOPE The Canadian Forces Fire Marshal (CFFM) requires a minimum of 50 up to a maximum of 100 Fire Prevention Week Kits (herein referred to as "Kit(s)") each year. These Kits will be distributed to requesting DND /CF Fire Departments and/or HMC Ships across Canada. 2. BACKGROUND CFFM is mandated to deliver information on fire prevention and safety in both official languages (i.e., English and French) across Canada through the DND/CF Fire Departments. This mandate is the same as the goals of Fire Prevention Week; that is, to educate the public to take precautions to prevent potentially harmful fires, and provide information about surviving fires. It is a proactive method of reducing fire emergencies subsequently limiting damage by these incidences. In today’s world of continuous technological advancement and the rising presence of electronics around us and in the home there is an ever-increasing potential of fires, injuries and even death. CFFM will most effectively fulfill its mandate by aligning itself with the nationally recognized symbols and information provided through the Kits. All CF Fire Departments will display the kits during their open house for families to take at their leisure. The kits are also used by our fire prevention inspector’s branch as a tool to inform on fire prevention when visiting schools, day care centers, etc. The kits are a valuable tool for the firefighters and are used to send crucial fire prevention messages to Base personnel, their families and to the community. 3. TASKS The "Kit" is a fire prevention educational tool that is designed yearly for Fire Prevention week to inform adult and children alike on home fire prevention. The Kits are comprised of an array of fire prevention and educational material such as: fire prevention booklets, pamphlets, activity books and tools on helping a family escape their home in the event of a fire emergency situation. The Kits provided by the OFM/Council are available in either official language and comply with the National Fire Protection Association Standard, and meet the specifications of each Canadian province and territory, as well as fulfills the standard pursued by the CFFM. The kits are available during the October Fire Prevention Week of every year. Assemble up to 100 standard kits (e.g., 30 French and 65 English with 5 customize ) 4. DELIVRABLES Up to 100 (e.g., 30 French and 65 English and 5 customize) Kits delivered across Canada on or before 15 September each year, as per a specified Distribution Table, that will be updated annually. The customize kits will comprise of items with relation to the population and their location and not exceeding the regular price of a fire prevention week kit. DURATION OF CONTRACT This will be for 1 year, plus one option year. Fire Marshal's Public Fire Safety Council - Fire Safety Canada is the only vendor that can satisfy the bilingual (French and English) mandatory requirements for these kits. Section 6 of the Government Contract Regulations is being invoked in this procurement as only one person or firm is capable of performing the contract. Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the Contracting Authority identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. Should you have any questions concerning this requirement, contact the contracting officer identified above. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
