Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of the requirement You are hereby notified that on behalf of the Department of National Defence (DND), including the Canadian Armed Forces (CAF) personnel across Canada, Public Works and Government Services Canada (PWGSC) intends to enter into a sole source contract with IHS Global Inc., operating as a subsidiary of IHS Markit Ltd, located at 15 Inverness Way East, Englewood, Colorado, to purchase a subscription for an entity-wide license to access IHS Jane’s databases. In order to provide DND and CAF personnel with a common framework for data analysis and reports on global security and defence information, DND requires that IHS Global Inc. make available Jane’s databases content through its integrated searchable open-source intelligence (OSINT) web interface on the secure DWAN and also via external sources. The estimated value of the contract is $10,261,816.40, including options, before applicable taxes. This estimate includes the subscription to an entity-wide license to access IHS Jane’s databases with delivery of searchable CD’s/DVDs, upon request, as well as regular updates to FTP site for data migration. The estimated project is for a period of one (1) year with four (4) optional additional periods of one (1) year each. In addition to the subscription license, DND will be receiving at no additional cost, unlimited support services from experts through virtual or in person training, in the preferred language of the user, supplied with training materials. 3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities their capabilities to meet the following requirements: Mandatory specifications Access: Unlimited IP access to the Jane’s databases content through a fully integrated searchable web interface on the secure DWAN and via external sources; Content: Summary of Content a. Comprehensive technical details and specifications of at least 41,500 profiles of military equipment in service or under development worldwide including aircraft, warships, military vehicles, unmanned aerial and maritime vehicles, weapons, sensors, communications systems, propulsion systems and air defence systems; b. Comparative assessments of world navies, armies and air forces; c. Analysis of National Defence budgets including ten years of historical data and ten years of forecasted data; d. Detailed information of significant companies in the defence industry; e. Comprehensive aggregated country risk assessments on political, economic, defence, security and social factors; f. Comprehensive terrorist group profiles, searchable terrorism events database with a minimum 900,000 geospatially referenced events and current terrorism trends and analysis; g. Monthly reporting on the conflict in Syria and Iraq; h. Technical specifications on National CBRN capabilities for every country in the world, including technical specifications and analysis of satellite imagery of suspected CBRN sites; i. Visualization and comparison tools for personnel and equipment in service and under development; j. Access to Map showing military bases, terrorist activity, critical infrastructure, and risk scores, and k. Delivery of searchable CD’s/DVD’s on an as-and-when requested basis within one week period. All Media formats must cover up to the minute information of all listed content with regularly updated FTP site for data migration to internal networks and Electronic notifications by email or RSS feed based on keyword. Detailed Content: A. Military Equipment a. Comprehensive profiles of civil and military gas-turbine engines in production and in service for air platforms around the world; b. Comprehensive reference resource on military and commercial aircraft upgrade programs around the world, including platforms in service but no longer in production; c. Technical details and specifications of all UAVs, aerial targets and related subsystems in service or under development around the world; d. Technical details and specifications of all unmanned surface and sub-surface maritime vehicles in service or under development around the world; e. Comprehensive guide to ISTAR, communications, command and control systems in service and under development for land, maritime, and air applications; f. Technical specifications and descriptions of military and civil airborne electronic equipment including development histories, colour images, and contractors and manufacturers; g. Detailed platform and subsystem technical data on warships, aircraft, weapon and sensor systems in service and under construction of navies and coast guards of 165 nations worldwide, including vessel photographs, drawings and silhouettes; h. Comprehensive procurement and competitive intelligence guide to high-speed marine platforms, subsystems and propulsion systems (archive only); i. Technical and production data on the world's manned and unmanned military and civilian helicopter platforms and engines, including program and market forecasts and manufacturer data; j. Comprehensive profiles of critical military land vehicle subsystems in the areas of firepower (direct and indirect fire guns of 20 mm and over, anti-tank guided weapons, manned and unmanned turrets), survivability (passive and reactive armour systems, active protection systems, signature management systems) and mobility (engines, powerpacks and transmissions) that are currently in production, under development, or for which production facilities still exist around the globe; k. Technical details, specifications and variants of land-based battlefield systems in service or under development around the world, including photographs and descriptions, and information about manufacturers and suppliers; l. System technical details, development data, specifications and variants, national inventories, and manufacturer details on all artillery and land-based air defence systems in service and under development around the world; m. Comprehensive inventory of all marine diesel and gas propulsion systems and transmissions above 370 kW (500 hp) (archive only); n. Intelligence on warship construction, upgrade and retrofit programs at platform and subsystem level to include information on shipyards and facilities, and shipbuilding and retrofitting company data, and o. Technical specifications of systems and components used in military and civilian training and simulation systems in operation around the world, including key technologies, diagrams and photographs, and a directory of manufacturers and suppliers. B. Military Assessments a. Comparative assessments on procurement, inventory, deployment and organization of the world's air forces, armies, and navies to include command and control, organization, training, procurement, inventories, national defensive capabilities, and photographs and images, and b. Detailed reference data and analysis about the world's special operational forces to include key developments, an assessment of land, air and maritime Special Forces, deployments, tasks and operations and procurement initiatives. C. Weapons a. Guide to air-to-air and air-to-surface weapons systems currently in service or under development around the world, including bombs, rockets, guns and underwater weapons, including system functionality and employment techniques, combat records, and analysis tables; b. Extensive information on ammunition in development and operation around the world, including technical specifications and operational status, images, suppliers and manufacturers; c. Technical descriptions and specifications of all small arms and crew-served weapons in service around the world, including development and commercial data, national inventories, images, and suppliers and manufacturers; d. Extensive intelligence on global surface-to-surface, surface-to-air and underwater weapons development and deployment, including technical specifications and operational status, evolution and development and a list of contractors; e. Up-to-date analysis of global strategic offensive and defensive weapon systems, including weapon types, descriptions and operational status, operational modes and specifications, country inventories and arms control treaties, obsolete weapons and contractor data; f. Technical details on surface-to-surface, surface-to-air, air-to-surface, air-to-air, anti-missile, anti-ship, ASW, anti-tank, strategic and tactical missiles and rockets including colour photographs, and g. Operational Guide to mines and EOD which includes technical details of mines, booby trap sand fuses, descriptions and operational characteristics, neutralization, disarming and demining procedures, colour photographs and drawings and a directory of demining products and services. D. Defence Budgets a. Macro-level analysis of National Defence budget spending around the world, with ten years of historical analysis and ten years of forecast; b. Analysis by force, activity (O&M, military personnel, RDT&E, procurement) and type of spending, and c. Visualization and comparison tools. E. Defence Industry a. Detailed, up-to-date information on the significant companies in the world defense industry, including ownership, personnel, financial performance, organization and new technologies, mergers, acquisitions and divestments, and country defense industry assessments, and b. Contact details, personnel, organization, financial data, products and services on thousands of civil and military defense organizations, comprising divisions and parent organizations. F. Police a. Guide to law enforcement equipment items, including biometric solutions, firearms, communications, riot, crowd control and protective equipment with photographs and manufacturer details. G. Commercial a. Platform and system technical specifications for global space industry intelligence, covering commercial and defensive space systems and technologies with illustrations. H. Country risk assessments a. Country Risk Daily Report with contextual analysis of political instability and internal state security, economic and demographic threats, weapons proliferation and transnational crime, and bilateral and multilateral relations; b. Comprehensive aggregated country intelligence risk assessments on critical political, economic, defence, security and social risk factors, and c. Background information to include, political leadership, internal affairs, external affairs, geography, natural resources, demography, infrastructure, economy, defence production and research and development. Overlay of country risk scores, and vii. Overlay of heat map. Training and Customer care: a. Supplier must provide face-to-face interaction with an expert analyst on a periodic basis upon request; b. Supplier must provide Intelligence webinars multiple times each month to participate live with experts or view after archiving; c. Supplier must provide electronic training material such as user guides/tutorials; d. Supplier must provide face to face training sessions for new modules/tools; e. Supplier must provide Support Services that are to be answered to DND within four (4) Hours of a telephone, email inquiry or system support request during the hours of 9AM to 5PM Eastern Standard Time; f. In the event of any system failure, the supplier must submit a plan outlining the central issues, potential solutions and resolution strategy for system restoration (including estimated time of recovery) to the Technical Authority (TA) within (24) hours; and, g. Supplier must demonstrate how they will provide 24/7 on-line access and accessibility to the Jane's databases. 4. Justification for the Pre-Identified Supplier The pre-identified supplier is the only supplier that owns the IP and rights to Jane’s database. Jane’s has more than 100 years of experience with a solid background for accuracy of reporting. Jane’s analysts provide proprietary analysis in the areas of defence, security, terrorism and public safety that is known world-wide. Due to Jane’s breadth of coverage, expertise in analysis, and unique sources, HIS Global Inc. is the only known vendor that can satisfy the requirement. IHS Jane’s database offers a comprehensive source of vetted defence-related open source intelligence, including coverage of the world’s military equipment, orders of battle for countries, country information, terrorist groups and attacks, and much more. Coverage includes both analyses and data for critical areas of national security, such as country risk assessments, military capabilities, and terrorism and insurgency. Access to current and comprehensive integrated resources and dedicated air, land and naval analyses, is essential in order to maintain DND/CAF’s situational awareness of its global mandate. It would be extremely difficult for DND/CAF to gather the breadth and scope of information and analyses covered by IHS Global Inc. IHS Janes employs hundreds of analysts and collectors around the world and continuously updates the information covered in the database, which has grown over many decades. Janes is the single most important source of open source intelligence to DND/CAF and allows DND to share with Allies who also all subscribe to it. There are potential but more limited providers of information on military equipment and DND/CAF also subscribes to these sources to complement the vast bulk of defence-related information provided by IHS Global Inc. 5. Applicability of the trade agreement(s) to the procurement This procurement is subject to the following trade agreement: Canadian Free Trade Agreement (CFTA) 6. Government Contracts Regulations Exception(s) The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work". 7. Period of the proposed contract or delivery date Proposed contract start date is April 30, 2019 with four (4) optional additional periods of one (1) year each. 8. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
