    Requirement:
    The Department of National Defence (DND) has a requirement for
    450 commercially available off the shelf Coveralls, Insulated,
    Safety, Navy Blue. The coveralls are needed for trade workers
    who are required to wear fall arrest equipment (Safety
    Harnesses) while working aloft in extreme winter conditions.
    
    REQUESTED MODEL:  F3860 Canada Polar Work Suit/CSA Striping or
    EQUIVALENT
    MANUFACTURER:  Helly Hansen Canada
    
    DND also requires one (1) roll of 50 metres of shell material,
    full width for repair purposes (for tears and patches).  The
    shell material must be the same material used for the
    construction of the coveralls and must meet all the textile
    requirements detailed in the Request For Proposal at Annex B.
    
    In addition, cresting must be included on each coverall to read
    FMF CS.
    
    Option:
    This requirement also includes an option to purchase additional
    quantities exercisable for a period of 24 months from the date
    of contract award.  
    
    Coveralls: The option may be exercised for a minimum quantity of
    50 units up to a maximum of 450 units.
     
    Shell material:  The option may be exercised for a minimum of 10
    metres up to a maximum of 50 metres.
    
    Coveralls must meet the mandatory performance criteria specified
    at Annex B (textiles requirements), and the following criteria:
    
    ·	Two-way heavy duty front slide fastener with outer storm flap
    ·	Closure on each lower leg with storm flap
    ·	Adjustments at wrists and legs
    ·	Inner storm cuffs at wrists for heat retention
    ·	Detachable lined hood with adjustment around the face edge
    ·	Two (2) inch reflective tape
    ·	Multi-pockets including pencil pocket
    ·	Hammer loop
    ·	Waist elastic
    ·	Knee and elbow reinforcement 
    ·	Hanger loop
    ·	Care label
    ·	Machine washable
    ·	Coveralls must be available to accommodate a person's height
    and chest size in the following range: Height 5'0" / 32" chest  
    to   height 6'3" / 62" chest.
    ·	The ends of all seams, stitching and any breaks in the thread
    must be securely backstitched 
    ·	All inside seams and pocket bags must be securely stitched.
    ·	All seams must match within 3 mm.
    ·	All pocket flaps and storm flaps must have the raw edges
    serged closed before attaching to the garment.
    ·	All snaps must be reinforced.
    ·	The reflective tape must conform to CAN/CSA Z96-09 as
    specified in Annex B- Textile Requirements
    ·	The hanger loop must be placed inside at the centre back neck
    collar seam
    
    Delivery:
    All items are to be delivered to the Canadian Forces Base,
    Halifax, N.S.  It is requested that the complete quantity be
    delivered by July 31, 2012.
    
    Canadian Content Policy:
    This requirement is subject to the Canadian Content Policy and
    is solely limited to Canadian origin goods.
