Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: Attachment: YES (PWGSC) Paper Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: Notice Amendment No. 001 is raised to advise that the closing date has been extended to March 15, 2013, 2:00 pm ----------------------------------------------------------------- ----------------------------------------------------------------- ---------- Requirement: The Department of National Defence (DND) has a requirement for Interim Canadian Forces Extreme Cold Weather Mukluk Assembly (ECWM) in accordance with the DND Performance Specification DSSPM 2-3-87-ECWM dated November 27, 2012 and the Design Data List DDL-8486-136657. Firm Quantity Item 1 - quantity 2,950 pr The interim ECWM must be delivered fully assembled with removable liner, insole(s), and laces and must include: One (1) replacment pair of removable liners One (1) replacement pair of all insoles; and One (1) replacement pair of laces. Option: This requirement also includes one (1) option to purchase an additional quantity of 2,950 pairs exercisable for a period of 24 months from the date of contract award. Delivery: It is requested that delivery be complete by March 29, 2013. The firm quantity is to be delivered to the Canadian Forces Supply Depot in Montreal, Quebec. Pre-Award Sample The bidder must submit a pre-award sample, test results and Certificates of Compliance with their bid along with a written description of the overall component, design, and manufacturing process features. Tooling Patterns, grading lasts, moulds, dies and any associated equipment required to manufacture the Interim ECWM in accordance with the sizes and quantities designated in the contract must be the responsibility of the Contractor. Canadian Content Policy - Conditionally Limited If 3 + bids offer Canadian goods, other bids will not be considered. Technical Data: The Performance Specification DSSPM 2-3-87-ECWM will automatically be issued to firms who will order the bid document via Merx. The Design Data List 8486-136657 will be forwarded to firms, under separate cover, from the Department of National Defence upon request for the bid documentation via Merx. Therefore, it is imperative that this request for bid documentation be done as soon as possible to ensure timely receipt of the associated technical data. If bidders do not receive the technical data, they must contact the contracting officer. However, the Crown shall not be held responsible for untimely release of technical data, since the technical package and sealed pattern (if applicable) shall be available for viewing at the following Department of Public Works and Government Services Regional Offices: Montreal, QUÉ; Mississauga, ON; Québec, QUÉ; Winnipeg, MB; Edmonton, ALTA. and Vancouver, BC, and at DND, Gatineau Quebec.
