The Canada Border Services Agency (CBSA) has a requirement to establish a national individual standing offer (NISO) for the supply of new Colourimetric Gas Detector Tubes and accessories for the quantification of fumigants and toxic volatile organic chemicals (TVOCs), to be used by Border Services officers (BSO) at Canadian ports of entry. This also includes proper disposal of any returned tubes. The Standing Offer will be in place for a period of one year, with three one-year options for renewal.  

An offer must comply with the requirements of the Request for Standing Offer and meet all mandatory technical evaluation criteria to be declared responsive. The responsive offer with the lowest evaluated price will be recommended for issuance of a standing offer. Canada intends to issue one standing offer agreement.

Canada may, but will have no obligation to, require that all compliant Offerors submit their proposed product (tubes and pump) for a Data Validation Test (DVT) to validate performance claims of compliance with the mandatory technical evaluation criteria.
