N. Market St. #500 San Jose California United States 95113 Nature of Requirements: 3D Human Anatomy Simulator 1. Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of the requirement The Canadian Armed Forces (CAF), has a requirement for one (1) life sized three dimensional (3D) human anatomy simulator, including the required accessories and performance specifications of the simulator. The period of the contract is requested to be two (2) years in length after contract award with the option to purchase up to (3) additional one year warranty that includes all software updates, parts and labour under the same terms and conditions and at the prices stated in the contract. 3. Criteria for assessment of the Statement of Capabilities Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following requirements: The simulator: a) must have an interactive touch screen, full body (head to toe), life sized, 3D simulation of both male and female external and internal gross anatomy; b)must allow the user/student to rotate the virtual body, using their fingers to control the degree and angle of rotation; c) must use touch-screen technology, offering the ability to virtually cut the body in any location to observe the internal structure; d) must allow the user/student to scroll through the cut plane (virtually move the tissue) or cut again to further explore the internal structure of the anatomy; e) must allow the user/student to undo the cut and restore the simulation to itsgross or regional anatomy (original state); f) must provide high resolution regional anatomy at 0.4 millimeters (mm) to 0.1 mm, allowing for detailed viewing of structures (parts of the anatomy) such as small nerves and blood vessels; g) must, asaminimum, provide high resolution regional anatomy at 0.4 mm to 0.1 mm of the head and neck, thorax, abdomen, pelvis and joints; h) must allow the user/student to explore the body by picking points of the anatomy with their finger and having the simulator display the name; i) must allow the user/student to locate a structure from a pre-loaded library list of systems, categories and structures; j) must have a digital library of a minimum of 250 clinical cases allowing users/students to dissectboth normal and abnormal gross anatomy; k) must allow the user/student to interactively visualize a beating heart and respiration; l) must not require the use of 3D glasses for users/students to be able to view images on the simulator; m) must notrequire each user/student to download an application or separate software program onto a computer based platform in order to view images on the simulator. For the purpose of this requirement, computer based platforms include: laptops, desktops, tablets,Android phones and Apple iPhones; n) must have dual voltage, 100 to 240 Variable Alternating Current (VAC) at 50/60 Hertz (Hz), with automatic voltage selection; o) must have a hydrophobic, tempered glass, touch screen surface, a minimum of 21 inches wide by 80 inches long to a maximum of 24 inches wide by 83 inches long; p) must have an overall minimum screen resolution of 3840x1080; q) must have a minimum of three (3) Universal Serial Bus (USB) ports; r) must have a minimum of two (2) video outputs for connection to an external projector and/or monitor; s) must have an RJ45 connector for standard network connection; t) must include the InVivo5 3D Imaging Software with Medical Design Studio; u) must include a protective cover for the table to protect the screen when not in use; v) must have a full Canadian Standards Association (CSA) approval http://www.csagroup.org/global/en/about-csa-group/certification-marks-labels/north-american-marks-labels , or equivalency recognizedby the Standards Council of Canada (SCC), https://www.scc.ca/ . 4. Applicability of the trade agreement(s) to the procurement This procurement is subject to the following trade agreement(s): Agreement on Internal Trade (AIT) North American Free Trade Agreement (NAFTA) 5. Justification for the Pre-Identified Supplier The only known supplier of (3D) human anatomy simulator meeting all the above required technical specifications is Anatomage Inc. For this reason, it is proposed to negotiate this requirement with Anatomage Inc. 6. Exclusions and/or Limited Tendering Reasons The following exclusion(s) and/or limited tendering reasons are invoked under the: Agreement on Internal Trade (AIT) - Article 506.12(b) North American Free Trade Agreement (NAFTA) - Article 1016.2(b) World Trade Organization - Agreement on Government Procurement (WTO-AGP) - Article(s) Article XV (b) 7. Period of the proposed contract or delivery date The final delivery of the equipment must be on March 31, 2016. 8. Name and address of the pre-identified supplier Anatomage Inc. 111. N. Suppliers' right to submit a statement of capabilities Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. 10. Closing date for a submission of a statement of capabilities The closing date and time for accepting statements of capabilities is February 17th,2016 at 2:00 p.m. EST. 11. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
