Invitation to Qualify (ITQ) 
Medical Consumables For Department of National Defence

1.1 Introduction

This Invitation to Qualify (ITQ) is not a Request for Proposal (RFP) and is intended only to pre-qualify suppliers. Together this ITQ, and the subsequent bid solicitation are the two parts of the solicitation process. No contract will result from this ITQ. The objective of this prequalification phase is to evaluate the capability of a company to supply the medical consumables which is described in Annex A. The pre-qualified suppliers will be referred to as the Qualified Respondents in this solicitation process. Only the Qualified Respondents will be invitedto bid on any subsequent bid solicitation.

 Below are the intended phases of the solicitation process.

Solicitation Process 
Phase 1 - ITQ Pre-Qualification Phase

Phase 2 - Bid solicitation Bid Solicitation Phase: Request for Proposal (RFP) will be sent directly by email to the Qualified Respondents from Phase 1. 

PWGSC reserves the right to cancel this ITQ at any time.

1.2 Description of the Requirement

The Department of National Defence (DND) has an urgent requirement for the supply of Medical Consumables detailed in Annex A, in support of Operation Impact deployment of the Role 2 surgical facility (Field Hospital). The requirement also includes the provision to order additional quantities of the medical consumables as detailed inAnnex A on an 'as and when requested' basis. Any resulting contract will be for a two (2) year period.

Substitute products will not be considered. 

It is anticipated that a maximum of three (3) Contracts may result from this Solicitation. 

1.3 National Security  Exception

The national security exceptions provided for in the trade agreements have been invoked;
therefore, this procurement will be excluded from all of the obligations of all the trade agreements.

1.4 ITQ Authority

The ITQ Authority is responsible for the management of the ITQ process. The ITQ Authority is:

1.5 Submission of Responses

Responses must be submitted by email to the Public Works and Government Services Canada ITQ Authority as specified above, by the date and time indicated on page 1 of the Invitation to Qualify.  Any responses received after this date and time will not be considered.

Each respondent should ensure that its name, email address and the ITQ number is included on its response.

1.6 Nature and format of Responses Requested

Respondents are requested to provide their responses to the following:

1. Respondent agrees to meet all of the following mandatory requirements: 

1.1   The respondent must bid on a minimum of 185 items from Annex A.

1.7 Evaluation Procedures

Responses will be assessed in accordance with the Mandatory requirements as stated at section 1.6:

ITQ Responses that do not comply with each of the mandatory requirements will be declared non-responsive and will be disqualified and given no further consideration.

1.8 Basis of Qualification

Respondents who have been declared responsive will be invited by email to participate in any resulting bid solicitation.
