Background The Quality Engineering Test Establishment (QETE) is a field unit within the Canadian Armed Forces (CAF) with the mandate to provide the Department of National Defence (DND) and the CAF with specialized, technology-based test and investigative services required to support engineering decisions throughout all phases of materiel acquisition and support. QETE provides technical advice and consultation, material evaluation, investigation and analysis, calibration and measurement, in the domains of mechanical and materials engineering, applied science, electrical engineering, measurement science and imagery. 2. Scope of Work 2.1. QETE has a requirement to establish a capability to conduct 3D laser mapping of weapon bores. It will provide a comprehensive data package and analysis tools to facilitate failure analysis, conformance to specification, and other investigative processes. It will also allow for more accurate planning for life cycle materiel management in order to better plan and execute preventive and corrective maintenance tasks as well as planning for capital equipment projects for equipment life extension and to replace weapons systems and components. 2.2. The Equipment must include the following systems: (a) Large Calibre Measurement and Inspection System (Large Calibre System) - portable system required for field use. (b) Small Calibre Measurement and Inspection System (Small Calibre System) -required for installation in Metrology Laboratory Cleanroom 2.3. General Requirements: 2.3.1. All electrical components of the Equipment must be certified or approved for use in accordance with the Canadian Electrical Code, Part 1, before delivery, by a certification organization accredited by the Standards Council of Canada. 2.3.2. The Equipment must be designed and manufactured as an integrated solution with the following characteristics: (a) Each system must function as a standalone measurement and inspection system capable of completing a complete bore inspection and analysis assignment from data collection through the analysis to the completion of the analytical report for the range of weapon barrels that the system is designed to inspect. In this regard, DND will have the capability to conduct concurrent inspection and analysis assignments in geographically separate locations without the need to share components between systems. If the same solution is provided for both the Large Calibre System and the Small Calibre System, then two separate systems will still be required for delivery. (b) Each system must include an analysis workstation and software package that is fully compatible with both systems to provide the capability to perform the same level of analysis of data collected from either system. In this regard, DND will have the capability to conduct concurrent analysis of bore measurement data regardless of which sensors were used to collect the data. (c) Analysis workstations must be delivered with the necessary software preloaded and installed. 2.3.3. The Equipment and related documentation must not include any restrictions related to the U.S. International Traffic in Arms Regulations (ITAR). 2.3.4. The Equipment must meet the more stringent of the technical specifications stated in this Statement of Work or the manufacturer's published specifications. 2.3.5. The Equipment must meet the manufacturer's published specifications for any functional or performance parameter not specified in this Statement of Work.
