Radon detectors and analysis

Description :
In order to facilitate current and future research projects for its Radon Program, Health Canada (HC) has a requirement to purchase radon detectors (hereinafter referred to as Detector(s)) which include analysis services and test results from a Canadian - National Radon Proficiency Program (C-NRPP) certified laboratory.

The Detectors will be required on an "as and when" requested basis and the quantity may fluctuate annually. As such the intent is to issue a Standing offer to meet ongoing requirements. The detector will be delivered to Radiation Protection Bureau in Ottawa. 

The Offeror offers to fulfill the requirement in accordance with the Annex A - Requirement.

Canada may issue one (1) Standing Offer for a period of one (1) year from the date of issue with the option to extend the period for four (4) additional one-year (1) periods.  

An offer must comply with the requirements of the Request for Standing Offers and meet all mandatory technical evaluation criteria to be declared responsive. The responsive offer with the lowest evaluated price will be recommended for issuance of a Standing Offer.

There are no security requirements associated with the requirement.

The Request for Standing Offers (RFSO) is to establish a National Individual Standing Offer (NISO) for the requirement detailed in the RFSO, to the Identified Users across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs). Any requirement for deliveries to locations within CLCAs areas within Yukon, Northwest Territories, Nunavut, Quebec, or Labrador will have to be treated as a separate procurement, outside of the resulting standing offers.

Offerors may request a debriefing on the results of the request for standing offers process. Offerors should make the request to the Standing Offer Authority within 15 working days of receipt of the results of the request for standing offers process. The debriefing may be in writing, by telephone or in person.
