    Public Works and Government Services Canada (PWGSC) intends to
    retain an
    Architectural Consultant to lead a team of architects,
    engineers, and specialists to
    provide the professional services required for the repair of the
    Dominion Building located
    in Halifax, Nova Scotia as described in this Request for
    Proposal document with
    deliverables as specified.
    
    Projects objectives:
    These objectives are not in order of priority:
    
    Objective 1
    Fully assess the building's exterior masonry wall conditions,
    roof-top structures and
    other relevant building components, to provide a thorough
    understanding of the building's
    construction and condition, as a basis for both the present
    repair project and the future
    maintenance repair of the building. This is to include
    investigation of salt deposits and
    associated saturation of masonry, to determine causes and enable
    recommendation of
    Solutions.
    
    Objective 2
    Repair and conserve defective areas of stone masonry, mortar
    joints, associated structural
    support, windows, lintels, flashings, etc, to the highest
    conservation standard. Resolve
    issues of frequent mortar joint and caulking failures. Target a
    fifty year extension of
    service life to the masonry wall system.
    
    Objective 3
    Meet current codes within the content of good conservation
    practice.
    
    Objective 4
    Minimize future deterioration.
    
    Objective 5
    Ensure minimal disruption to building occupants in the conduct
    of their business.
    
    Objective 6
    Deliver the project utilizing best practices in support of
    client needs, respecting approved
    scope, quality, health and safety of all stakeholders, budget,
    and schedule.
    
    Objective 7
    Develop a maintenance plan to guide on-going care of the
    building.
    
    Project Overview
    The purpose of this project is to:
    -	determine the extent and causes of any deterioration of the 7
    storey exterior walls below
    	the 7 storey tower of the Dominion Public Building
    - 	rectify the situation and repair the damages to all walls,
    wall components, envelope
    	components and structural systems such that the building
    continues to adequately house
    	federal tenants.
    -	prepare a maintenance program for the masonry walls and wall
    components;
    To accomplish the above, the successful consultants will review
    all previous reports and records
    of repairs to the building; perform their own investigations
    using non-destructive and destructive
    methods as required; perform an analysis of the monitoring,
    testing and repairs needed on all
    elevations and for all conditions of deterioration of the
    building envelope and its components; and deliver their findings
    in report form.
    
    Following review and approval by PWGSC, consultants will be
    asked to provide any
    monitoring and testing required, and finally to provide tender
    documents, site services and
    commissioning services for any needed repair projects. Note that
    investigations into the cause
    of component failure in the walls may lead to investigations of
    roofing, flashings and materials.
    
    This project requires a conservation approach by a
    multi-disciplinary team with a full understanding of the
    building. The team will share a common understanding of heritage
    values and goals and will be committed to a co-operative and
    unrestricted information sharing. All repair work will follow
    the Standards and Guidelines for the Conservation of Historic
    Places in Canada.
    
    Licensing, Certification or Authorization
    
    The proponent must be an architectural firm authorized to
    provide the necessary professional services to the full extent
    that may be required by provincial or territorial law in the
    province of Nova Scotia.
    
    Responsive proposals will be evaluated against technical
    criteria such as Achievements of  Proponent on Projects,
    Achievements of Key-Sub Consultant & Specialists on Projects,
    Achievements of Key Personnel on Projects, Understanding of the
    Project, and Management of Services.
    
    Site Visit:
    
    It is recommended that the Bidder or a representative of the
    Bidder visit the work site. Arrangements have been made for a
    tour of the work site. The site visit will be held on Wednesday
    June 26, 2013,  PWGSC, Dominion Building 1713 Bedford Row,
    Halifax, Nova Scotia at 9:30 am. Bidders will be requested to
    sign an attendance form and provide ID. Bidders who do not
    attend or send a representative will not be given an alternative
    appointment but they will not be precluded from submitting a
    bid. Any clarifications or changes to the bid solicitation
    resulting from the site visit will be included as an amendment
    to the bid solicitation
    
    
    EVALUATION AND RATING
    
    In the first instance, price envelopes will remain sealed and
    only the technical components of the proposals which are
    responsive will be reviewed, evaluated and rated by a PWGSC
    Evaluation Board in accordance with the methodology stated in
    the Request for Proposal (RFP). 
    
    The selection of the firm will be made on the basis of the
    technical merit 90% and associated price 10% of service.
    
    To be considered further, proponents must achieve a minimum
    Technical Rating of sixty-five (65) points out of the hundred
    (100) points available as specified above.
    No further consideration will be given to proponents not
    achieving the pass mark of sixty-five (65) points
    
    This procurement is covered under the provisions of the North
    American Free Trade Agreement (NAFTA), and the World Trade
    Organization - Agreement on Government Procurement (WTO-AGP).
