Organizational Changes All Bidders are advised that responsibility for certain activities on the Port Hope Area Initiative relating to the contract for this procurement may be transferred from Public Works and Government Services Canada to the Canadian Nuclear Laboratories Limited. Background Public Works and Government Services Canada (PWGSC), on behalf of Natural Resources Canada (NRCan) and Canadian Nuclear Laboratories (CNL) Ltd. has a requirement for environmental and radiological surveys, herein called Surveys, for the Small Scale Sites (SSS) component of the Port Hope Area Initiative (PHAI). The PHAI is in the process of completing the Survey of approximately 5,000 properties primarily within Ward 1, and a select few in Ward 2, of the Municipality of Port Hope. These sites are generally referred to as Small Scale Sites (SSS). Properties found to have historic Low Level Radioactive Waste (LLRW) above the PHAI Cleanup Criteria (CC) for the four (4) signature Contaminants of Potential Concern (COPCs) (Uranium, Arsenic, Radium 226 and Thorium 230) will be subject to delineation and development of remediation plans. It is expected that out of the approximately 5,000 properties, there are between 300 and 400 sites with some degree of contamination that will require remediation. In order to facilitate its management, the Survey of approximately 5,000 properties, mostly residential but including commercial, industrial, parkland and vacant properties, will be completed in batches, referred to as Campaigns, over the next several years. The first phase of the project (Campaign 1) included the survey of approximately 450 properties. The project was completed in September 2014. This Statement of Work (SOW) covers the Survey and related services for the next Campaign (herein referred to as "Campaign 2") of approximately 800 properties. Scope of Work The overall objectives of the SSS Campaign 2 Surveys are to determine presence/absence of LLRW, delineate identified LLRW and develop remedial action plans and class D cost estimates for those sites identified as having LLRW. Work will be completed in a phased approach, consisting of Phase 1 (Survey) and Phase 2 (Verification), summarized below: Phase 1 - Survey 1) Phase 1A - Site Screening 2) Phase 1B - Initial Intrusive Investigation 3) Phase 1C - Detailed Contaminant Delineation Phase 2 - Verification After completion of Phase 1 survey, complete the Verification activities for those properties which meet the PHAI CC. Period of the Contract The contract period is 80 weeks from the date of Contract award. There are security requirements associated with this requirement. For additional information, consult Part 6 - Security, Financial and Other Requirements, and Part 7 - Resulting Contract Clauses. As per the Integrity Provisions under section 01 of Standard Instructions 2003, bidders must provide a list of all owners and/or Directors and other associated information as required. Refer to section 4.21 of the Supply Manual for additional information on the Integrity Provisions. For services requirements, Bidders must provide the required information as detailed in article 2.3 of Part 2 of the bid solicitation, in order to comply with Treasury Board policies and directives on contracts awarded to former public servants. The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), and the Agreement on Internal Trade (AIT).
