Solicitation No. EQ754-142411/A, Project No. R067616.001, Laboratory Exhaust System Upgrade, Canadian Centre for Inland Waters (CCIW), Burlington, ON. SCOPE OF WORK: Public Works and Government Services Canada (PWGSC) intends to retain a firm of Mechanical Engineers in the capacity of Prime Consultant together with a multi-disciplinary team of Sub-consultants for the provision of services required for the proposed upgrade of the Laboratory Exhaust System at CCIW, Government of Canada Building located at 867 Lakeshore Road, Burlington, Ontario. The work involves amalgamating individual fume hood exhaust systems into a variable flow high plume exhaust system. Addition of variable flow dampers into the fume hood exhausts and general exhausts as well as integration with the existing Variable Air Volume (VAV) dual duct boxes and variable flow supply ventilation systems is required. The proposed roof mounted exhaust systems will provide fume / general exhaust from individual 4th to 7th floor laboratories into a high plume exhaust system. Glycol heat recovery to the supply systems is required. Assessment of individual lab air flows, code requirements and fume hoods requiring replacement is required. MANDATORY SITE VISIT Arrangements have been made for a tour of the work site. It is mandatory that the Proponent or a representative of the Proponent visit the work site. The site visit will be held on Tuesday, April 15, 2014 at 10:00 a.m. All attendees are to meet at the Security Desk on the Main Floor Lobby, 867 Lakeshore Road, Canada Centre for Inland Waters, Burlington, Ontario. Proponents are requested to communicate with the Contracting Authority two (2) business days before the scheduled visit to confirm attendance and provide the name(s) of the person(s) who will attend. Proponents who do not attend or send a representative will not be given an alternative appointment and they will be precluded from submitting a proposal. RFP DETAILS: The purpose is to select the highest ranked experienced engineering firm of consultants and specialists to provide full engineering services for the design, preparation of construction tender documents, construction contract administration and commissioning of the facility. Proponents will be requested to submit their proposal in two phases. Phase One proposals will cover only the previous achievements and experiences of the proposed consultant team. Phase Two proposals will cover the understanding of the project, scope and management of services, design philosophy, and pricing. The criteria used in the evaluation process will relate to previous achievements, experience and qualification of the proposed consultant team and will NOT involve or require a presentation on the subject. ESTIMATED CONSTRUCTION CONTRACT VALUE: The preliminary cost estimate for the Construction Contract for this project is $4.2 M (HST excluded). *********************** Engineering firms interested in providing these services may order the Request for Proposal documents which are distributed through the Government Electronic Tendering Service (GETS).
