Solicitation No. EQ755-161694/A, REQUEST FOR STANDING OFFERS - ONTARIO REGION - BUILDING CONDITION REPORTS

Public Works and Government Services Canada (PWGSC) is inviting qualified firms and individuals with the knowledge and experience of Building Condition Reports and PWGSC practices, to submit offers for Standing Offers. 
Offerors shall be licensed, certified or otherwise authorized to provide the necessary professional services to the full extent that may be required by federal or provincial law. Firms should be able to demonstrate successful delivery of these services for a variety of projects over the last five (5) years. In general, the firm and its personnel will be evaluated on the basis of their demonstrated understanding of the scope ofservices, their approach and methodology to providing those services and the quality of their relevant experience in this area, as well as the cost of the provision of the services.
It is PWGSC's intention to authorize up to three (3) Standing Offers, each for a period of three (3) years from the date of issuing the Standing Offers. The total dollar value of all Standing Offers is estimated to be $3,000,000.00 (HST Included). Individual call-ups will vary, up to a maximum of $500,000.00 (HST included).

The criteria used in the evaluation process will relate to previous achievements and experience of the firm; understanding of the scope of services; approach and methodology; and cost of service, and is more fully detailed in the Solicitation document.

The RFSO will be a single submission process. Proposals will be evaluated for both technical content and price. The price envelopes of all responsive offers that achieved the minimum total Technical Rating are opened upon completion of the technical evaluation. The Offer(s) with the lowest evaluated price(s) will be considered for issuance of a Standing Offer. Standing Offer particulars are described in the RFSO.

Firms interested in providing theseservices may order the Request for Standing Offer documents which are distributed through the Government Electronic Tendering Service (GETS).  Standard Terms and Conditions for this procurement are incorporated by reference into, and form part of the Tender and Contract Documents.  The Standard documents are issued by Public Works and Government Services Canada and may be viewed on buyandsell.gc.ca. Tender documents can be obtained from GETS by visiting their web site at http://buyandsell.gc.ca/tenders. Amendments, when issued, will be available from GETS. In all cases bidders must indicate in the space provided on the Proposal Form the identification number(s) of the amendment(s), if any, that they have taken into consideration for their bid.
