Trade Agreement: WTO-AGP/NAFTA/Canada FTAs with Peru/Colombia/Panama Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Comprehensive Land Claim Agreement: No Nature of Requirements: Request for Standing Offers - Ontario Region - Dams/Water Retaining Structures Engineering Services EQ754-171055/A Chan, Ricky Telephone No. - (416) 512-5276 ( ) Fax No. - (416) 512-5862 ( ) SCOPE OF WORK: Public Works and GovernmentServices Canada (PWGSC) is inviting civil engineering consulting firms with strong multidisciplinary engineering experience and expertise in Dams and Water-Retaining Structures (locks, earth embankments, dykes and canals) to submit proposals for StandingOffers. The range of services required by the selected consultant team(s) will include but not be limited to: Dam safety reviews, structural assessment, geotechnical investigation/studies, materials testing, hydraulics/hydrology investigations /studies/modeling, monitoring, seismic assessment, flood and inundation assessments, planning assistance, topographic surveys, production of engineering reports, operation manuals and emergency preparedness and response plans; development of designs, drawings and specifications for new projects and repair/rehabilitation of existing projects; contract/project management support including tendering, contract/construction inspection, technical advice and direction. The work may be limited to studies in support of in-house design projects, or may include projects from initial studies to full design and contract management of minor and major projects. Many of the dams and water-retaining structures are cultural resources with heritage aspects that must be considered. RFSO DETAILS: The Request for Standing Offer (RFSO) may result in the authorization of up to four (4) Standing Offers for the Ontario Region. Proponents are asked to submit a single proposal in response to the RFSO. Each resultant StandingOffer will be for a period of three (3) years. Canada anticipates the total value of these standing offers to be approximately $10,000,000.00. The RFSO will be a single submission process. Proposals will be evaluated for both technical content andprice. The proposal rankings will be based on 90 % for technical evaluation and 10 % for price. Standing Offer particulars are described in the RFSO. Firms should be able to demonstrate successful delivery of these services for a broad variety of projects over the last ten (10) years. In general, the firm and its personnel will be evaluated on the basis of their demonstrated understanding of the scope of services, their approach and methodology to providing those services, the quality of their relevant experience in this area, as well as the cost of the provisionof the services. Firms interested in providing these services may order the Request for Standing Offer documents which are distributed through the Government Electronic Tendering Service (GETS). Standard Terms and Conditions for this procurement are incorporated by reference into, and form part of the Tender and Contract Documents. The Standard documents are issued by Public Works and Government Services Canada and may be viewedon buyandsell.gc.ca. In all cases bidders must indicate in the space provided on the Proposal Form the identification number(s) of the amendment(s), if any, that they have taken into consideration for their bid.
