SCOPE OF WORK:

Public Works and Government Services Canada (PWGSC) is inviting engineering consulting firms with experience and expertise in Environmental Compliance for Storage Tank Systems for Allied Petroleum Products to submit proposals for Standing Offers. The range of services required by the selected consultant team(s) will include but not be limited to: Fuel storage tank system audits and/or compliance reviews; production of engineering reports, operation manuals, and emergency preparedness and response plans; development of designs, drawings and specifications for storage tank projects; tender support; contract administration and construction oversight/supervision; and technical advice and direction related to storage tank systems.

RFSO DETAILS:

The Request for Standing Offer (RFSO) may result in the authorization of up to three (3) Standing Offers in the Ontario Region each for a period of two (2) years from the date of issuance of the Standing Offers. If the Standing Offer is authorized for use beyond the initial period, the Consultant offers to extend its proposal for two additional one-year periods under the same conditions and at the rates or prices specified in the Standing Offer.

Canada anticipates the total value of these Standing Offers to be approximately $3,000,000.00 (HST included). Individual call-ups will vary, up to a maximum of $400,000.00 (HST included).

The RFSO will be a single submission process.  Proposals willbe evaluated for both technical content and price.  The proposal rankings will be based on 90% for technical evaluation and 10% for price.  Standing Offer particulars are described in the RFSO.

Firms should be able to demonstrate successful delivery of these services for a broad variety of projects over the lastfive (5) years. In general, the firm and its personnel will be evaluated on the basis of their demonstrated understanding of the Comprehension of the Scope of Services, Team Approach / Management of Services, Proponent’s Past Experience on Projects, Proponent’s Senior and Project Personnel Expertise and Experience and Hypothetical Projects.

Standard Terms and Conditions for this procurement are incorporated by reference into, and form part of the Tender and Contract Documents. The Standard documents are issued byPublic Works and Government Services Canada and may be viewed on buyandsell.gc.ca. In all casesbidders must indicated in the space provided on the Proposal Form the identification number(s)of the amendment(s), if any, that they have taken into consideration for their bid.
