    Public Works and Government Services Canada (PWGSC) is inviting Architectural and Engineering firms with a team of sub-consultants which may include Architect or Engineer, Mechanical, Electrical, and Structural engineers, Vertical Transportation Specialist, Cost Specialist, Asset Management Plan Consultant, Building Envelope Consultant and Thermographer, to submit proposals for Standing Offers.  This procurement will follow a one phase submission process. The selected consultants shall provide the services as identified in the Required Services section of the Request for Standing Offer (RFSO) document, for projects in the Western Region, excluding Comprehensive Land Claim Areas and the Northwest Territories.  
    
    Geographic Zones and area boundaries are as follows and will be such each time they appear in this Request for Standing Offer (RFSO) described: 
    
    . Northern Alberta is in Alberta, north of Red Deer, AB,
    . Southern Alberta is in Alberta, Red Deer and south, 
    . Northern Saskatchewan is in Saskatchewan, north of Davidson, SK,
    . Southern Saskatchewan is in Saskatchewan, Davidson and south and
    . Manitoba is all of Manitoba.
    
    Proponents shall be licensed or eligible to be licensed to practise in the province governing each applicable zone or zones (i.e. Alberta, Saskatchewan and/or Manitoba.) If a proponent is licensed to practice in only one of the three provinces, then that proponent must be eligible and willing to be licensed in the province in which they are not licensed. Firms should be able to demonstrate successful delivery of these services for a broad variety of projects over the last seven (7) years.  
    
    Offers meeting the stated mandatory criteria will be evaluated against technical criteria, including Comprehension of the Scope of Services, Team Approach/Management of Services, Proponent’s past experience on projects, Sub-consultant’s past experience on projects, Senior and Project Personnel Expertise and Experience, and Hypothetical Projects.  To be considered further, offers must achieve a minimum weighted rating of sixty (60) points out of the one hundred (100) Weighted Rating points available for the rated technical criteria as specified in the RFSO.
    It is PWGSC's intention to authorize up to fifteen (15) Departmental Individual Standing Offers (DISO’s), three (3) in each Zone, Northern and Southern Alberta, Northern and Southern Saskatchewan, and Manitoba, each for aperiod of three (3) years from the date of issuing the Standing Offers, with an option to extend the Standing Offers for an additional one (1) year period.  
    
    This procurement is excluded from the Agreement on Internal Trade (AIT) in accordance with Annex 502.1B of the agreement item (1.a.).
