Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: All interested suppliers may submit a bid Attachment: YES (MERX) Electronic Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: Supply and Installation of Detention Equipment EZ899-122997/A Sal Pillay, Contracting Officer Telephone No. - (604) 775-9386 Fax No. - (604) 775-6633 Title Request for Proposal - Subcontracting Opportunity Detention Equipment Contractor (DEC) Location Pacific Institution Regional Treatment Centre (PIRTC), Abbotsford, BC Background Work of this Contract comprises supply and installation of the specified detention equipment, fabrications, systems, doors and frames for the general construction of a new medium security housing unit containing 96 cells, located at Pacific Institution Regional Treatment Centre, Abbotsford, BC. Canada will tender a subcontract with the successful proponent to expedite delivery of products and construction for the Contract. The Detention Equipment Contractor (DEC) means a subcontractor having a subcontract that will be assigned to the General Contractor for the Work. The subcontractor shall be responsible for the Work to the extent as outlined in the Contract Documents. MANDATORY REQUIREMENTS: The bidder must confirm that they will provide the following: 1. Submit a signed proposal, duly completed, IN THE FORMAT REQUESTED, on or before the closing date and time; 2. Technical Component must contain all the material necessary to fully represent the technical content of the proposal called for in the RFP document in a concise, comprehensive manner. 3. Direct proposals ONLY to the designated office identified on the front page of the Request for Proposal; 4. Achieve a Technical Rating of at least 70 out of 100 available points. The Technical Component score will represent 90% of the Total Score. 5. Submit a signed Price Proposal duly completed, IN THE FORMAT REQUESTED, on or before the closing date and time. 6. Pre-Qualification Letter from Surety 7. The Offeror's company must have provided products and services on previous projects where Detention Locking Systems and Related Detention Products were specified. 8. The Offeror's company has the experienced personnel to provide the expertise necessary to procure, coordinate and install all products specified in Division 11 and identified to be the responsibility of the Detention Equipment Contractor. 9. The Key Personnel that will be appointed must have completed projects where Electro-Mechanical Detention Locking Systems were specified as per the specification documents. 10. The Key Personnel that will be appointed must have completed projects where Electro Mechanical Locking System were specified and installed as per the specification documents. 11. The Detention Equipment Contractor (DEC) shall provide written documentation indicating that the named Superintendent has completed the mandatory factory training and certification program within the past five years. 12 . The Superintendent person named must reside in Vancouver or the Lower Mainland area for the duration of the project. 13. The Detention Equipment Contractor (DEC) has read and understands all sections set forth in the plans and specifications that form the scope of work. 14. Offeror's shall have a minimum of ten (10) years documented experience furnishing detention hardware and shall be registered in the Province of British Columbia with adequate equipment, maintenance and advisory facilities in the location of the project to fulfill contract obligations. 15 The Superintendent shall have a minimum of ten (10) years of documented experience in the supervision of all phases of detention hardware installation and shall have worked on at least two (2) detention facility projects of similar character and magnitude as required for the specified work. Offers not meeting the mandatory requirement will be deemed non-responsive and will be given NO further consideration. Delivery Date The subcontractor (DEC) shall schedule and coordinate the work with the schedule for the General Contractor. The General Contractor will be required to achieve the completion of the Work by 31 December 2013. The subcontractor (DEC) shall commence work immediately upon official notification of acceptance of offer. Site Visit Date: A site visit has been scheduled for 28 March 2012 @ 1:00 PM PDST. Contractors are to meet at the PWGSC site office at 33344 King Road, Abbotsford, BC. Contractors are to note that this is not a mandatory site visit and is optional. However, it is recommended that contractors visit the site prior to closing. All contractors must wear a high visibility vest, which meets WCB standards, for all site visits including a tender site visit. No cameras, cell phones (of any type) or laptop computers are allowed into institutions at any time. Firms intending to submit proposals for this project should obtain documents through the MERX service provider. Addenda, when issued, will be available from the MERX services provider. Firms that elect to base their proposal on documents obtained from other sources do so at their own risk and will be solely responsible to inform the tender calling authority on their intention to bid. Proponents must indicate (when requested) on the offer form the identification number(s) of the addenda, if any, that they have taken into consideration for their proposal submission.
