Work Description: 
Work under this standing offer shall comprise of all labour, material, tools, equipment supervision and transportation required to complete high voltage switching/isolation/grounding services, repair of high voltage switchgear, power factor correction, hypot testing, power quality studies and ground resistance calculation, ground resistance calculations, and field testing for all areas of  Department of National Defense (DND), CFB Esquimalt, Victoria, BC and other properties operated by CFB Esquimalt in the lower Vancouver Island areas.  The period of the standing offer shall be from date of award for a period of 3 years plus a 1 year option period.

Qualifications - Class A unrestricted license in the province of British Columbia, Registered Professional Engineer in the Province of British Columbia, Current Power Safety Protection, trained to level 5.  

Experience in: Engineering: Harmonic/Disturbance Modelling; load flow studies and co-ordinating studies; ground grid design and testing. Field Work: startup verification services on high voltage breakers, transformers, relays and cables; ground grid testing, step and touch calculations, harmonic and disturbance measurements; equipment, specifications, procurement and supervision of installations. 

The total dollar value of the Standing Offer is estimated to be $1,050,000.00 (Applicable Taxes included).  Individual call-ups will vary, up to a maximum of $60,000.00 (Applicable Taxes included). Proponents should note that there is no guarantee that the full or any amount of the Standing Offers will be called-up; DND will issue call-ups only when the specific services to be provided under the Standing Offer are needed.  


THIS STANDING OFFER CONTAINS A SECURITY REQUIREMENT:
The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Facility Security Clearance at the level of Secret issued by the Canadian Industrial Security Directorate (CISD);

and 

The Contractor/Offeror personnel requiring access to sensitive work site(s) must EACH hold a valid personnel security screening at the level of SECRET or RELIABILITY STATUS, as required, granted or approved by CISD/PWGSC.


Delivery Date: 
It is PWGSC's intention toauthorize one (1) standing offer for a period of three (3) years from the date of issuing the Standing Offer.
