    Work Description: 
    Work under this standing offer shall comprise of all labour, supervision, material, equipment and transportation required for Electrical Services on an as and when requested basis. This includes electrical repairs and upkeep of buildings, equipment, jetty/float receptacles and cables, interior and exterior lighting including street and jetty lighting. To also perform emergency repairs to primary and secondary distribution systems. 
    
    Work to take place at various locations at the Department of National Defence (DND), Nanaimo Military Camp, Nanaimo Military Rifle Range, 4872 Fillinger Cres., CFMETR and Winchelsea Island Nanaimo, BC, on an as and when requested basis.
    
    Period of standing offer shall be from March 1, 2018 for a period of 3 years plus two one year option periods.
    
    The total dollar value of the Standing Offer is estimated to be $945,000.00 (Applicable Taxes included).  Individual call-ups will vary, up to a maximum of $57,750.00 (Applicable Taxes included). Proponents should note that there is no guarantee that the full or any amount of the Standing Offers will be called-up; DND will issue call-ups only when the specific services to be provided under the Standing Offer are needed.  
    
    Mandatory Criteria
    -The bidder must have had a minimum of five (5) years experience in providing electrical services
    -The bidder must have access to a certified electrical line truck 24/7, 365 days a year for High Voltage emergencies.
    -The bidder must have a qualified Class A journeyman electrician with a minimum of 5 years experience on site for all high voltage work.
    -The Bidder must have a qualified Class B journeyman on site for all electrical work not relating to high voltage.
    
    Optional Site Visit
    Contractors are strongly recommended to visit the site prior to submitting a tender for this work and to make inquiries or investigations necessary to become thoroughly acquainted with the site as well as the nature and extent of the work.
    
    There is an optional site visit scheduled on Friday, November 10th, 2017 at 10:00 am PST at CFMETR 3400 Fairwinds Drive, Nanoose Bay, BC.
    
    Interested contractors are required to provide their name(s) and company name(s) to Carolyn Arthur at 604-364-2752 or by email to Carolyn.Arthur@pwgsc.gc.ca by Tuesday, November 7th, 2017 at 3:00pm PST if you will be attending the site visit.  Access to the site is only allowed if previous visitor information is provided and names appear on the visitor list.  
    
    Bidders are responsible for making their own travel arrangements.
    
    Bidders must wear personal protective equipment (high visibility vest, and steel toe work boots) to the site visit.
    
    Any clarifications or changes to the RFSO resulting from the optional site visit will be included as an amendment/addendum to the RFSO.
    
    
    THIS STANDING OFFER CONTAINS A SECURITY REQUIREMENT:
    The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Facility Security Clearance at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC)
    
    The Contractor/Offeror personnel requiring access to sensitive work site(s) must EACH hold a valid personnel security screening at the level of RELIABILITY or SECRET as required, granted or approved by CISD/ PWGSC.
    
    Delivery Date: 
    It is PWGSC's intention to authorize one (1) standing offer from March 1, 2018 for a period of 3 years to February 28, 2021 with two one year option periods.
